Enforcement Wings Formed to Check Irregularities in CS Dept: CV Anand

Hyderabad, Jan 29 (Maxim News): C. V. Anand, Commissioner of Civil Supplies informed that as per the decision of the Board in its meeting held here on Sunday.

Civil Supplies Enforcement Wing was constituted with 5 teams of retired officials drawn from Police, Commercial Taxes, Revenue & FCI @ 4 members in each team to check irregularities in Civil Supplies Department.

Commissioner of Civil Supplies handed over the appointment letters to the officials posted in enforcement wing on Sunday at Civil Supplies Bhavan.

While addressing them exhorted to work devotedly for the purpose for which the enforcement wing was established to raise the prestige of the Civil Supplies Department in the eyes of public and people shall believe that the enforcement wing is working efficiently and honestly.

Main activities of the Corporation are procurement of paddy under Minimum Support Price operations milling of paddy under CMR, Procurement of Sanna biyyam from rice millers for Government Hostels and Schools under Mid-day-Meals Scheme besides PDS, etc. Though annual turnover of the Corporation is Rs 10,000 crores, shortage of staff is coming in the way of its efficient functioning.

Added to this, Civil Supplies enforcement wing is booking cases under EC Act and Police Department is filing cases against the persons indulged in diversion of PDS Stocks worth crores of rupees meant for poorer sections of society, habitual offenders and blackmarket. Inspite of all the measures taken to control diversion, instances of diversions are still coming to notice in one district or the other. There is somewhat in improvement in the last 2 months. But it is not as expected Civil Supplies Department is suffering due to luck enforcement and intelligence collection machinery.

To overcome this, CCS has informed that 5 enforcement teams are formed with 4 members in each team on contract basis for a period of one year. The persons with good track record of service, honest, integrity and efficiency are only selected after conducting interviews. Each team will be headed by a Retd. SP with one Tahsildar, one DCTO / ACTO and one inspector, Sub-Inspector, each team is provided with a hired vehicle and each member is provided with a SIM Card All the 5 teams shall be under the overall control and supervision of Sampath Kumar, Retd SP Head Quarter team.

The expenditure on the enforcement wing will be met from the Administrative Charges being allowed as pre CMR Costing sheet of Govt. of India.

The enforcement teams were entrusted with the work of checking at field level, diversion of PDS Stocks, inspection of private godowns, Stage – I & II transportations, changes noticed prior and after installation of e-Pos devices, functioning of GPS, SCM. The teams will conduct inspections statewide file cases and report to Collectors and Commissioner of Civil Supplies from time to time. Collectors will take appropriate action on their reports. The teams will also process PD Act cases to be booked against habitual offenders and also cancellation of licenses depending upon value of stocks and seriousness of the cases.
