MBC list is incomplete, unscientific: Sravan

Hyderabad, August 4 (Maxim News): Telangana Pradesh Congress Committee (TPCC) Chief Spokesperson Dr. Dasoju Sravan has alleged that TRS Government was trying to deprive Most Backward Classes (MBCs) their due share in incentives being given to them through MBC Corporation and demanded that the GO Ms No 16, issued by the State Government on July 26, 2018, to include 36 castes in the MBC list be cancelled.

Addressing a press conference at Gandhi Bhavan on Saturday, Sravan said that the GO 16 was incomplete and major of castes were not included in the list.

“Having remained silent for over four years, just in view of elections, TRS Government came up with GO 16 incorporating a list of 36 castes for inclusion in MBCs. This is incomplete and meaningless. The total population of 36 castes in the list was roughly 3 lakh across the State, while they constitute 34-35% of state population.

Therefore, the TRS Government is clearly misleading the people with its wrong approach,” Sravan said and asked Chief Minister K. Chandrashekhar Rao to explain the basis on which only 36 castes were included in MBC list. He said there were 112 castes under BCs and they constitute about 54% of the total population. Of them, he said, at least 34-35% are extremely backward and below poverty line.

Instead of taking the services of BC Commission or Specially Appointed Committee, the TRS Government finalised the list of 36 castes in MBCs based on a report submitted by four MINISTERS AND FEW IRRESPONSIBLE BUREACRATS. This is nothing but depriving poor BCs their due share in welfare schemes and other sops.

Sravan also alleged that the Telangana State BC Commission is acting mere spectator when BCs are being discriminated by government and it got reduced to a ‘bhajan mandali’ of Chief Minister K. Chandrashekhar Rao.

Besides Chakali, Mangali, Arekatika, Perika, vishwakarma, KUMMARI, Bondili, Satani and Padmashali, various other castes like Faqeer, Attar Sahibulu, Garadi Muslim, Turka Muslim were not included in MBCs which amounts to huge injustice to them. He said these castes were extremely poor and has been living as daily wage earners. He also pointed out that even ‘Orphans and destitute children’ have been included in the MBC list. “Orphans and destitute children’ could belong to any caste/religion and not only Backward Classes. It is the responsibility of the government to take special care of them. However, by putting them in MBC list, the TRS Government has completely diluted the original concept and relieving itself from its responsibilities,” he said.

The Congress leader also pointed out that T. Srinivas, who belongs to KUMMARI caste, was made the chairman of MBC Corporation. Shockingly, he said KUMMARI caste itself is not among the list of 36 MBCs identified by the government. This shows complete lack of seriousness of the government towards MBCs, he said.

Sravan said that the government has included those castes in MBC LIST which DO NOT EXIST IN TELANGANA at all. After bifurcation of AP and formation of Telangana, some BC castes cease to exist in the new State. But no efforts were made to check whether the castes included in MBC list exists or not in Telangana. Ideally, when a new list of MBCs was being prepared for the first time in a new state, the State Government must have conducted a scientific study to make it near perfect.

Similarly, Sravan said 11 castes for whom federations are setup also deserve to be recognised as MBCs. But they were left out on the pretext of Federation. What is the use of federations when Govt does not allocate budgets to them and as such it is improper to link federations and list of MBCs, Sravan said.

Sravan said the Congress party had welcomed the formation of MBC Corporation. But the TRS Govt brought only disappointment by not spending the allocated budget.

The Congress leader said that the BC Commission had sought Rs. 145 crore for comprehensive enumeration of BC population and to study their conditions about one year ago. Later, the High Court too ordered the BC Census in a scientific manner. However, the TRS Government did nothing in this direction.

The Congress leader demanded that a comprehensive survey be done on scientific basis to prepare the MBC Corporation list. He said that responsibility of survey and preparation of list should be assigned to BC COMMISION. Further, as per the directives of the High Court, the State Government should immediately begin the process of enumeration of caste-wise population of BCs. Further, Sub Plan for BCs should be introduced to ensure proper spending on their welfare. He also demanded that all 5.75 lakh loan applications received from BCs under self-employment schemes be sanctioned 100%. (Maxim News)
