Uddandapur Project Displaced Should Be Compensated:  Bhatti 

Jadcherla/Hyderabad, May 24 (Maxim News): Telangana Congress Legislative Party leader, Bhatti Vikramarka lashing out the ruling BRS government headed by the Chief Minister K. Chandrasekhar Rao  for not paying the compensation to the displaced families under Uddandapur Reservoirs Project, he demanded compensation as per the Land Acquisition Act – 2013 

visiting the project site, today, the Congress leader alleged that the KCR government and the officials concerned are harassing those displaced by the Uddandapur project who requested the government to allot the lands as per the provisions of Land Acquisition Act-2013.  

Interacted with the displaced persons to bring to light the injustice meted out to them and later addressing to press persons, Bhatti Vikramarks said that it was the responsibility of the Governments to ensure that the families in villages would not be disrupted while acquiring land for the projects.  But in the case of Uddandapur, these norms and provisions were totally thrown to winds, he deplored the BRS government violating the LA Act-2013 and intimidated the innocent villagers of Uddandapur and Vallur with the help of police.  Bhatti condemned the autocratic actions of the government to forcefully take away the lands of the people.  The KCR government leaders and officials particularly targeted those displaced who approached the court and brought an injunction order against forceful acquisition of their lands and had been resorting to vindictive measures and using police officers to threaten and black mail the displaced people, he explained. 

Siddapuram Mallaiah and Lakshmamma and others displaced by the Uddandapur project went to court seeking implementation of LA Act, 2013 and the government as retaliation put the land of Malliah in the Prohibited list. In the case of Lakshmamma, while she has five acres of land, the pass book was given only for 18 kuntas, said .Bhatti after he spoke to the victims. “It is heinous on the part of the BRS government leaders and bureaucrats to harass the farmers through blackmailing and intimidation. We severely condemn intimidation of farmers by the State government,” he said.

The displaced who got the injunction order were being made to go from pillar to post for the implementation of the court orders. When the displaced went to the MRO for implementing the court order, they were asked to go to the RDO and from there to the Collector and he in turn asked them to go to the MLA, Bhatti said it was not proper.

The government servants should act in accordance with the law but not blindly follow the dictates of ruling party leaders and people’s representatives. The bureaucrats should function with an intention to help the public. Such behaviour on the part of the bureaucrats would bring down their credibility in the eyes of the people and the moral values in the society would take a beating.

Bhatti clarified that the Congress Party was not against projects but along with completing the projects in time, the government should pay compensation to the displaced as per the LA Act, 2013. The rulers and the officials should strictly function as per the law, he asserted.

The demands of the Uddandapur displaced were as per the law. They wanted land for land instead of compensation. When the government acquired lands from the forest department that was part of the government for irrigation projects and other requirements, it followed the rule to provide alternative land for the land acquired. Then why would the government not give the same concession to the poor while taking their lands for projects?, he sought to know. “Is there one rule for the Forest department  and another rule for the voiceless poor,?” he questioned the government.

Making an appeal to the District Collector Ravi Naik from Uddandapur project, Bhatti said the Collector should take steps to do justice to the displaced in accordance with the law.

Bhatti assailed the government for creating illusions of  providing irrigation facilities through Palamuru RangaReddy Lift Irrigation project for the last 10 years. Government was deliberately delaying the project construction by resorting to unlawful actions and thereby compelling  the courts to issue orders against the work, he said. People should understand the cunning tactics of Chief Minister KCR and the BRS party to stall the projects, he said.

TPCC Senior Vice President Mallu Ravi said that had the government been sincere about the Uddandapur project, it would have been completed long back. By not implementing the LA Act, 2013 and not extending rehabilitation packages, the government tried to play the role of real estate company thereby forcing the displaced to approach the court.

Congress Party was never opposed to Uddandapur, Palamur-Ranga Reddy projects and the party has been demanding early completion of these projects, he said.

Local MLA Lakshma Reddy who promised to allot house sites to the Uddandpur and Vallur displaced under the R & R package next to Jadcherla R&B guest House did not keep his word and deceived the people. If the BRS leaders call the displaced to the police station to threaten them, then the Congress party leaders would lead the people in laying siege to the police station, he warned.

Ravi said that 90 per cent of work was completed on Koyila Sagar, Nettempadu, Bhima lift irrigation project works and the remaining work would be completed within one year after the Congress Party came to power. He predicted that people fed up with the anti-people governance of the BRS would send it packing in the next four months. (Maxim News)
