LRS 2024: Regularization Within Three Months

LRS | Hyderabad, August 2: Government Initiates Swift Action on Illegal Layouts and Plots. The state government has launched an initiative to regularize illegal layouts and plots, committing to scrutinize and sort eligible applications within three months.

This process will commence in the first week of August, as directed by the Chief Secretary of the Municipal Administration Department, M. Danakishore, on Wednesday.

The regulations mandate a three-stage examination process for plot applications and a four-stage process for layout applications. Following these evaluations, eligible applications will be sorted and the fixed fees will be collected.

LRS: Addressing a Backlog of Applications

Since 2020, around 25 lakh individuals have applied for the regularization of their plots and layouts. Due to ongoing lawsuits, many applications have been pending.

However, those seeking to build houses have been granted provisional permissions upon submitting affidavits agreeing to abide by court rulings.

The issuance of this new order has brought relief to applicants, who had faced significant delays and confusion since the Congress party took power last December.

The Center for Good Governance (CGG) will initially pre-screen applications using computer-based filters to identify prohibited properties and incomplete submissions. Applicants will be notified if their properties are on the prohibited list or if their documentation is incomplete.

Field-Level Examination

Applications passing the CGG pre-screening will undergo a detailed field-level examination by a team comprising officials from Revenue, Irrigation, Town Planning, and Panchayat departments. This team will scrutinize factors such as nalas, ponds, heritage sites, Shikham, Devadaya, and Inam lands, and register any objections. These details will be recorded in a cellphone app developed by the CGG.

In the second stage, eligible applicants will receive a notice to pay the fixed fee. If an application is deemed ineligible during the field examination, the applicant will be informed of the rejection.

LRS Final Regularization Orders

In the third stage, regularization orders will be issued to applicants who have paid the required fees. For layouts, officers from various departments, overseen by the Additional Collector (Local Bodies), will conduct the examinations.

To address issues related to regularization notices, the government has mandated the establishment of help desks in all district collectorate offices and local bodies. District Collectors are tasked with overseeing applications from areas outside the Greater Hyderabad Municipal Corporation, Hyderabad Metropolitan Development Authority, and municipalities.

The government has also directed that all staff and officers involved in the LRS application process receive appropriate training to ensure efficient and accurate processing.
