HYDRA May Take Charge of Removing Encroachments Along Musi River

Hyderabad, Aug 31 (Maxim News): In the background of the ambitious undertaking of the Musi beautification project, the government has focussed on the removal of encroachments along the Musi River.

Should the Revenue, GHMC, and HMDA officials remove the encroachments together? Or should it be handed over to another agency? Officials said that the government is thinking about the matter. HYDRA which is now demolishing illegal structures and harassing squatters, is entrusted with the responsibility of removing encroachments.

However, the authorities think that it is not easy to remove the encroachments in Musi, and to convince them to vacate, they will have to face many difficulties. Officials said that the government will take alternative measures for the affected people by evacuating structures and slums in Musi.

Officials have already conducted drone and hydrology surveys for the Musi beautification project.  The revenue survey collected details on the river basin and its status. Revenue officials have concluded that there are a total of 12,000 illegal structures in Musi. In this, 5,501 structures have been identified from Langarhouse to Nagole.

He said that surveys are being conducted on some others.  The authorities have already given notices to some of the people who have built constructions in those areas. To provide rehabilitation to those who are eligible,  Officials estimated that Rs. 2,500 crores would be required.  Through the hydrological survey, the flow velocity and boundaries of the Musi River were determined.  Estimated where bridges are needed.  However, the authorities have also decided to take up the construction of new bridges in 15 other areas along with the existing ancient bridges.

A meeting was arranged with the heritage activists and opinion polls were conducted on the conservation of historical buildings and the arrival of tourists.  Officials are preparing to demolish illegal structures.  It is argued that it would be better if these works were carried out by HYDRA.  The officials feel that there is a possibility of political and religious pressures on a large scale, whether it is Revenue, GHMC, or HMDA.

The HMDA officials are making preparations to make alternative arrangements for those who are eligible if thousands of illegal constructions are removed along the 58 km stretch from Narsingi to Goureilli along the Musi River.  Officials who have realized that they will have to spend crores of rupees are also thinking of constructing and giving double-bedroom houses to deserving people depending on the loss,  It is also expected to implement the TDR (Transferable Development Rights) scheme for others who have lost their properties.

They allow the government to construct buildings four times the height of the land allotted to them.  They are given the right to either use or sell or the permission given to others.  These transferable rights can also be used anywhere.  Officials believe that the removal of encroachments is crucial for the MKusi project to move forward.  If these works are completed, there is a possibility that the rest of the project will be speeded up.
