Permits For Ethanol Company During BRS Period: Govt. Revealed Details

Hyderabad, Nov 29 (Maxim News): The Telangana government has become serious about the Nirmal District Dilwalpur Ethanol Company episode. The government has expressed its anger over the violation of the rules of permits for that company.

There was a fire that the previous BRS government had permitted in a roundabout way. disturbing facts are coming to light in the government investigation. The said company was found to have cheated the Center and the Environment Department in the matter of taking NOC- 2023 The government says that permits were issued to the company through TS-iPASS before December 7. The center permitted PMK Distillations Pvt. Ltd Company only for fuel ethanol, but there are doubts about the then Cabinet permitting all products like ethanol, extra neutral alcohol, industrial spirits, and absolute alcohol. 

Revanth Sarkar says that the KCR government has issued cross border permission in favor of the PMK company within the cabinet itself.  Fuel Ethanol found that the ethanol company had stepped on the hurdles to get the exemption without holding a joint referendum.  According to the environmental clearance given by the Centre, it is mandatory to take NOV from the local bodies.  PMK Distillations Private Limited Company built Prahari at that time without taking NOV.  Sarkar’s word is that the BRS government willfully violated the terms of environmental clearances.

On October 22, 2022, the KCR government issued a letter of intent for the manufacture of 600 lakh liters of ethanol/extra neutral alcohol/industrial spirits/absolute alcohol.  The investigation revealed that the then government had issued orders in the name of emergency without the approval of the cabinet.  KCR Cabinet ratified that decision in December 2022, Environmental clearance has become mandatory from the Central government for the manufacture of ethanol.  PMK Distillations Private Limited company has taken a letter of intent for manufacturing Ethanol/Extra Neutral Alcohol/Industrial Spirits/Absolute Alcohol.  But it has been revealed in the investigation that the application has been made to the Central Environment Department only for “Fuel Ethanol”.  The company has submitted a self-certification that the entire proposed 300 KNPD capacity there is for the manufacture of “fuel ethanol”.  Based on the self-certification submitted by the company, the then government exempted the factory from B2 category.  February 24, 2023 Union Environment department has given permission  only for production of fuel ethanol.  But in the letter of intent given to the factory by the then state government on April 1,2023, fuel was not limited to ethanol.  The KCR government has issued a letter of intent adding all the other products. 

PMK Company has applied for Manufacturing License of Ethanol/Extra Neutral Alcohol/Industrial Spirits/Absolute Alcohol Products on Jun 7, 2023 by showing a new letter of intent.  It is mandatory to take NOC from local bodies as per permission of the Environment Department.  But the company PMK distillations Private Limited has constructed the compound wall without taking local permission.  With this, the said company has violated the rules of environmental permits.  In the investigation, the officials found that the chief engineer of the Irrigation Department, Adilabad, had given permission for water allocation on June 15, 2023, based on the letter of intent given by the KCR government.  (Maxim News)
