Iran to Host IAEA Technical Delegation Within Weeks Amid Nuclear Oversight Talks

United Nations/Hyderabad, July 24, 2025 (Maxim News): In a move signaling potential progress on nuclear oversight, Iran has agreed to allow a technical delegation from the International Atomic Energy Agency (IAEA) to visit the country within the next two to three weeks. The announcement was made by Kazem Gharibabadi, Iran’s Deputy Foreign Minister for Legal and International Affairs, during a press briefing on Wednesday.

Gharibabadi confirmed that the IAEA visit is set to occur “very soon” and emphasized that the team will not be visiting nuclear sites but will instead hold discussions on modalities of technical cooperation. This visit comes amid increasing international scrutiny over Iran’s nuclear activities and regional tensions.

Technical Visit, Not a Nuclear Inspection

“The Atomic Energy Organization of Iran is currently assessing the damage to nuclear facilities,” said Gharibabadi, referring to previous attacks Iran has blamed on Israel. “The upcoming delegation’s objective is to discuss the cooperation framework, not conduct site inspections.”

Cooperation Conditional on Security Assurances

Gharibabadi reiterated that a bill passed by Iran’s Parliament mandates suspension of all cooperation with the IAEA unless adequate safety and security measures are ensured for Iran’s nuclear infrastructure and personnel.

He added, “We have agreed to this visit as a sign of goodwill, despite our dissatisfaction with the IAEA’s current approach. We hope the agency will recognize and reciprocate this gesture.”

Indirect Talks with U.S. Still on the Table

On the possibility of renewed nuclear negotiations with the United States, Gharibabadi noted that any new talks would be indirect. “There are no plans for direct dialogue unless specific preconditions are met,” he stated.

Diplomatic Outreach at the UN

Earlier this week, Gharibabadi held a special briefing with ambassadors from the Group of Friends in Defense of the UN Charter, detailing what he described as recent acts of aggression by Israel and the U.S. The Iranian Foreign Ministry said the discussions focused on regional security and international legal concerns.

What This Means for Global Diplomacy

The IAEA visit, though limited in scope, could signal a softening in Iran’s stance on international nuclear oversight. Analysts see it as a potential first step toward reviving broader nuclear diplomacy, especially with stalled U.S.-Iran negotiations and the JCPOA framework still unresolved.

The visit also comes amid heightened regional tensions and ongoing concerns about nuclear proliferation in the Middle East.
