Common Bill system Telangana | Hyderabad, Feb. 3: The Telangana government has decided to introduce a Common Bill system across all districts to boost local body revenues without burdening citizens.
As a first step, the government selected the GHMC area as a pilot project.
The plan aims to combine water, electricity, and property tax bills into a single payment system. Officials said the move follows models adopted in cities like Mumbai and Bengaluru.
The government has already developed a dedicated mobile app and will launch it after Chief Minister Revanth Reddy’s review.
Under the pilot, the Common Bill system will cover the GHMC limits, which include about 19.4 lakh property tax assessments.
Officials found that nearly 93,000 properties pay residential property tax but use commercial electricity meters.
In addition, around 70,000 buildings remain outside the tax net.

By bringing these properties under the correct tax category, officials expect to collect nearly Rs 600 crore. Overall, the GHMC aims to raise up to Rs 3,000 crore through improved assessment and enforcement. Based on results in Hyderabad, the government plans to expand the system statewide.
Meanwhile, GHMC bill collectors and TGSPDCL meter readers will conduct a joint survey from Monday. The survey will link electricity consumer mobile numbers with GHMC property tax identification numbers.
Authorities set February 15 as the deadline and assigned circle deputy commissioners to oversee the process.
However, the proposal has drawn criticism from residents. Many questioned the need for property tax when they already pay separate water and electricity bills.
Civic groups also flagged poor sanitation, mosquito control, stray dog management, and lake protection, urging authorities to improve services before enforcing stricter tax collection.
