The Act aims to solve long-pending land disputes. However, delays in Sadabainama applications forced the government to review the rules.

Earlier, officials planned to complete the process within three months. But even after six months, progress remained slow. The government received nearly nine lakh applications. So far, fewer than 9,000 got approval.

The main delay came from one condition. Officials asked buyers to bring consent from the original seller. In reality, this was very difficult. Many land deals happened 20 to 30 years ago. As a result, many sellers are not traceable. In some cases, they refused to cooperate.

Therefore, the government changed its approach. It removed the seller consent condition. Instead, officials will depend on field enquiries. Buyers can now submit affidavits themselves.

Revenue Minister Ponguleti Srinivas Reddy announced this decision. He also said the government issued GO 76. Moreover, new guidelines will come soon. Because of this, nearly nine lakh families may benefit.

Farmers suffered due to delays

Pending applications created serious problems. For example, many farmers still lack clear land titles. Because of this, they cannot access welfare schemes.

They also missed benefits like Rythu Bharosa and Rythu Bima. Similarly, many could not get bank loans. Some also lost chances for loan waivers.

Land expert Bhoomi Sunil raised this issue earlier. He suggested giving pattadar passbooks to genuine owners. This will help farmers get benefits faster.

Pending cases also affected land surveys. At present, many villages have 30 to 40 pending survey numbers. Because of this, nearby land records also face problems.

Officials say surveys need clear ownership details. Otherwise, boundary disputes may increase. At the same time, illegal occupations may also grow.

Khammam district reports high pendency

Khammam district has many pending applications. For years, families have waited for solutions. In fact, the Bhu Bharati Act aimed to solve exactly these problems.

Farmers Welfare Commission chairman M. Kodanda Reddy raised this issue. Along with him, member Bhoomi Sunil also met officials. They repeatedly explained the ground reality.

The Chief Minister also agreed. He said getting affidavits from old sellers is not practical.

Now, the government hopes the new rules will speed up approvals. If implemented properly, eligible families may finally get land rights. Ultimately, this may bring relief to thousands of farmers.
