Hyderabad, Sept. 8 (Maxim News) : The Telangana Assembly has condemned two BRS MLCs and resolved to forward the matter to the Legislative Council Chairman for action.
The resolution names Tata Madhusudhan and N Naveen Kumar Reddy over alleged derogatory and unparliamentary remarks against Speaker Gaddam Prasad Kumar.
According to the resolution, the alleged remarks took place on September 7 near Gate No. 3 within the Assembly precincts.
The House recorded its strongest condemnation of the alleged conduct. It also expressed serious disapproval of the behaviour attributed to the two Council members.
The resolution further alleged that both members removed their T shirts in public in the presence of women. The House termed the conduct highly objectionable.
It said the behaviour was unbecoming of Members of the Legislative Council. It also said the conduct affected the dignity and authority of the Speaker.
Moreover, the Assembly said the incident harmed the dignity, privileges and institutional integrity of the House.
The resolution stressed that political differences cannot justify conduct that undermines the authority of the Presiding Officer. It also said such conduct cannot be allowed to affect the orderly functioning of the Assembly.
Assembly Sends Resolution For Council Action
The Assembly resolution also called on Leader of Opposition K Chandrashekhar Rao to take responsibility for the conduct of members of his party.
It asked KCR to tender an unconditional apology to the Speaker. The House linked the demand to institutional integrity, decency and legislative decorum.
The resolution then addressed the constitutional position of the two members. Tata Madhusudhan and N Naveen Kumar Reddy currently serve as members of the Telangana Legislative Council.
Therefore, the Assembly resolved to forward a copy of its resolution to the Chairman of the Legislative Council.
The documents will include the notice of breach of privilege, material placed before the House and related proceedings. The Council Chairman and the Legislative Council will consider the matter under the applicable rules and law.
Importantly, the Assembly resolution does not itself announce the suspension of either MLC. Instead, it seeks action from the competent authority in the Legislative Council.
The resolution leaves the nature of further action to the Council Chairman and the Legislative Council. Their decision will depend on the Constitution, legislative rules, directions and applicable privilege provisions.
The development follows a wider dispute over the dignity of the Speaker and the conduct of legislators. The Assembly has now placed its formal position on record through the resolution.
The House has also made clear that political disagreements should not disrupt legislative proceedings. It has called for institutional dignity and proper conduct within the legislative complex.
The matter will now move to the Telangana Legislative Council for consideration and further action. (Maxim News)
