The rally follows an Opposition programme seeking the impeachment of Gyanesh Kumar. During a mock Parliament on October 31, Mallikarjun Kharge moved a resolution listing six allegations against the CEC.

These included the alleged deletion of 13.2 crore voters from electoral rolls. The Opposition also alleged changes to Form 6 without parliamentary oversight. It further raised concerns over the use of ECINET to control electoral rolls.

Opposition parties accused Kumar of excluding the other two Election Commissioners from key decisions. They also alleged that he acted at the behest of Prime Minister Narendra Modi and Union Home Minister Amit Shah.
