Bhoobharati Scam Exposed in Telangana Land Registrations
Bhoobharati scam | Hyderabad, Jan. 19: The Bhoobharati scam has triggered widespread shock across Telangana, with police registering cases district-wise and sending several accused to remand.
The cases were filed based on complaints from tahsildars in respective mandals. The scam mainly involves illegal land registrations carried out through the Dharani and Bhoobharati online portals, which are meant to ensure transparent and accurate land transactions.
As per the system, land registrations happen fully online. The portals calculate registration fees, stamp duty, and other charges.
However, police found that the accused misused this system. They allegedly paid lower registration fees using mobile applications and later completed registrations by uploading fake challans.
Through this method, they siphoned off government revenue. Meanwhile, the scale of the scam has raised serious concerns about official negligence.
According to rules, tahsildars must verify the amount paid by buyers during registration and endorse it with their signature.

However, allegations suggest that officials failed to properly check these payments. Therefore, questions are being raised about why such lapses went unnoticed for a long time. The issue has now become a major topic of discussion across districts.
The scam first came to light in Jangaon district following a complaint by a tahsildar. Later, officials found large-scale irregularities in Yadadri Bhuvanagiri district as well.
Investigations revealed that nearly 1,000 documents in the district were affected. As a result, public concern grew rapidly.
People began questioning whether their land registrations were legally valid. They also questioned the lack of oversight by revenue officials at the time of registration.
Suspicion over the role of tahsildars has intensified. Despite the scam operating on such a large scale, many are asking how tahsildars and revenue staff failed to detect it.
Allegations suggest that not only online service centre operators and document writers but also field-level revenue officials may have colluded.
Therefore, the public is demanding a clear probe to establish accountability and restore trust in the system.

Further scrutiny has also fallen on tahsildars who signed deeds despite unusually low registration charges. Officials are now expected to verify whether payments followed government norms.
Dharani operators, who act as key facilitators, are also under review. The revenue department has taken the issue seriously and is examining how many transactions involved similar irregularities.
Police identified online service centre operators as key players in the Bhoobharati scam. The main accused include Pasunuri Basavaraju and Jella Pandu, who ran centres in Yadagirigutta and Rajapet areas.
Investigations revealed that illegal slots were booked by paying commissions ranging from 10 to 30 percent per registration.
Consequently, each fraudulent registration caused losses ranging from thousands to lakhs of rupees to the government.
