Centre Proposes Double Fine For Traffic Violations Involving Minors

New Delhi/Hyderabad, July 21 (Maxim News): In a move aimed at strengthening road safety, especially for children, the Central Road Transport Department has proposed to double the fines for motorists caught violating traffic rules while traveling with minors. The proposal is part of a broader effort to introduce greater accountability and responsibility among drivers.

According to sources, the ministry has sent the draft proposal to other ministries for review as part of a planned amendment to the Motor Vehicles Act. The focus is on cases where parents, guardians, and school bus drivers are found flouting rules despite having children onboard — a scenario that poses significant safety risks.

In addition to increased penalties, the department has also suggested a ‘merit and demerit’ point system. This system would track drivers’ behavior by rewarding rule-compliant motorists and penalizing those who frequently violate traffic laws.

Officials say that the move stems from repeated instances where basic traffic rules are ignored by those entrusted with the safety of young passengers. “Despite carrying children, many drivers overlook red signals, speed limits, and helmet or seatbelt regulations. This initiative aims to discourage such negligence,” an official said.

However, road safety advocates have voiced mixed opinions. While many welcome the stricter stance, experts warn that poor enforcement and selective policing could limit its effectiveness.

“If the rules are not enforced impartially, this will just become another well-intentioned law with limited real-world impact,” said a senior road safety expert. They further noted that only a fraction of over 100 listed traffic violations under the Act are regularly enforced — typically limited to speeding, drunk driving, red light violations, mobile phone use, and helmet/seatbelt non-compliance.

The proposal, if passed, could mark a significant step toward improving road safety for children and promoting responsible driving practices across the country.
