Congress demands a caste-based census in Telangana

Hyderabad, June 6: The Congress party on Monday demanded that the Telangana Government conduct a caste-based census in the State to end the discrimination being faced by the Backward Class communities.

Led by Telangana Pradesh Congress Committee (TPCC), OBC Dept Chairman Nuthi Srikanth Goud, OBC leaders of the Congress party submitted a memorandum to all District Collectors demanding caste census, removal of creamy layer and other related issues.

Speaking to media persons after submitting a memorandum to Hyderabad District Collector L. Sharman on Monday, Srikanth Goud said that the census, based on caste, would help in the identification of economic, social and educational problems being faced by each community. “Caste census will enable the government to provide adequate reservations in jobs, education and other matters to the most deprived and deserving communities. The lack of relevant data is causing injustice to many communities and they are not benefiting from the reservation,” he said.

Citing examples, Srikanth Goud said that OBCs were not given reservations in Panchayat and Civic elections due to a lack of caste census in Maharashtra and Haryana. “The situation is no different in Telangana State, where BCs are not getting their due share in jobs and education in the absence of data based on the Caste Census,” he said.

The Congress leader also demanded that the creamy layer of OBCs be removed due to the huge disparity in the criteria set by the Central and State Governments. Further, he said seats reserved for OBCs in jobs and education remained vacant due to the present conditions of Creamy Layer. “In addition to Ahir and Gurjar regiments, regiments of other Backward Classes should also be formed. Regiments of other castes like Goud, Yadav, Ahir, Gujjar and other Backward classes should also be formed. Soldiers belonging to different OBC castes have fought and even sacrificed their lives for the country since independence. They took part in the 1962, 1965 and 1971 wars, Rejangala, Kargil, Parliament attack, etc.,” he said.

Srikanth Goud said that a separate ministry should be formed for the welfare of OBCs. A separate budget should also be allocated to take up schemes focused on the development of OBC castes. “If the Caste Census is done, then every caste will get funds proportionate to their population and backwardness, ” he said.

He said that a commission should be formed to appoint candidates belonging to the OBC category in the judiciary. “The representation of OBCs in the High Courts and other judicial institutions is very less. The OBC communities will not get justice until they get proper representation in the higher judiciary,” he said.

“Women belonging to OBCs are backward and they should get equal rights and opportunities. Out of 33 % reservations given to women, 27% reservations should be given to OBC women,” he demanded.

Stating that the OBCs constitute almost half of the country’s population, Srikanth Goud demanded 50% reservation for OBCs in the private sector and regularisation of contract employees belonging to OBC communities. He said OBCs should also be given scholarships along the lines of SC and ST students.

“Government institutions like airports, ports, LIC, Railway, BHEL, etc., are being privatized by the BJP Government. This is a conspiracy to end the reservation. Therefore, we demand that privatization should be stopped in the country,” he demanded. (Maxim News)
