  • CAG figures show high borrowing and low revenue in Telangana

Hyderabad: Dasoju Sravan warned of a financial crisis in Telangana after the latest report from the Comptroller and Auditor General showed that the State exhausted 94 percent of its annual borrowing limit in the first seven months of the 2025 to 26 financial year. He said the State had a borrowing limit of ₹54,009 crore for the full year. However, it had already borrowed ₹50,541 crore by October. He argued that this left only 6 percent borrowing scope for the remaining months

Sravan said this was a sign of fiscal mismanagement. He wrote on social media that “This is not just financial mismanagement, this is fiscal recklessness.” He also pointed out that revenue receipts reached only ₹94,555.97 crore, which is 41.16 percent of the budgeted ₹2,29,726.02 crore. He said tax revenue, including GST, state excise and land revenue, remained far below targets. He accused the Revanth Reddy government of failing to encourage income growth or create capital assets.

Meanwhile, Sravan warned that the government may consider selling public land and assets to address the shortage of funds. He asked, “Is the Chief Minister planning to auction Telangana piece by piece to developers? Will public assets be put on fire-sale just to survive?” He also criticised the Chief Minister for focusing on slogans instead of financial recovery. He wrote that the government was busy with “Future City”, “Musi River Revival” and “Telangana Rising”, while the State faced debt and deficit.

The CAG report noted that total receipts, including borrowings, stood at ₹1,45,642.54 crore, or 58.63 percent of the target. Total expenditure touched ₹1,81,936.45 crore, or 68.83 percent. As a result, the fiscal deficit reached ₹36,294.11 crore, already 93.58 percent of the estimated full year deficit of ₹38,800.94 crore. The report also showed that revenue expenditure was ₹1,40,769.34 crore. Interest payments were ₹16,758.95 crore, salaries were ₹28,299.67 crore, pensions were ₹17,223.79 crore and subsidies were ₹11,286.36 crore.

Later, Sravan highlighted the low capital expenditure, which stood at ₹20,565.59 crore. This was only 57.6 percent of the budgeted ₹35,700.24 crore. He said this raised concerns about asset creation and infrastructure growth. He added that the State was moving towards an “irreversible financial crisis” under the Congress government. He said, “Revanth Reddy’s zero vision and political theatrics have pushed Telangana to the edge. This is a moment of reckoning – please save Telangana.”
