Donald Trump Waives Russia Tariffs Threatening India With 100% Duties

Internet, Oct. 17: US President Donald Trump has temporarily waived key sanctions, restrictions and tariffs under a new Russia-related law that threatened countries purchasing Russian oil and gas with duties of up to 100%.

Trump signed an executive order on October 16, citing the national interest of the United States. The move came ahead of the October 18 deadline for implementing key provisions of the legislation.

The law, called the *Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, was signed on September 18. It authorised additional tariffs on goods from major buyers of Russian energy and countries accused of helping Russia evade sanctions.

The waiver temporarily suspends specified measures under the new law. However, it does not cancel all existing US sanctions against Russia. The executive order allows the administration to reconsider the waiver later.

The legislation authorised 100% tariffs on goods from the five largest importers of Russian-origin crude oil and natural gas, subject to the law’s conditions and exceptions.

India, a major buyer of Russian crude, faced the prospect of additional duties on its exports to the United States. China and other countries purchasing Russian energy were also exposed to potential trade penalties.

The law also provided for a 500% increase in duties on Russian goods, subject to specified exceptions. It included additional sanctions provisions targeting Russian interests and foreign entities involved in supporting Moscow.

Trump’s latest order waives the duties provided under the relevant provisions of the law. It also suspends several specified sanctions and restrictions. However, other measures imposed under earlier executive orders remain in force.

India had previously said its energy policy was guided by the need to secure supplies for its population of 1.4 billion people. The Ministry of External Affairs also said India would continue diversifying its energy sources according to market conditions.

The potential tariff threat had raised concerns about Indian exporters and bilateral trade relations. The latest waiver removes the immediate threat from the specified provisions, although the administration retains the authority to reconsider its decision.

The decision also comes amid renewed debate over Washington’s approach to Moscow and efforts to end Russia’s war against Ukraine.

Trump’s administration has faced criticism over its engagement with Russian President Vladimir Putin. The waiver has renewed questions about how Washington will balance pressure on Moscow with energy prices and domestic economic concerns.

For India, the immediate development offers relief from the threatened additional tariffs linked to Russian energy purchases. However, the longer-term impact will depend on future US decisions and the continuing terms of the waiver.
