Those who act arbitrarily in the matter of government property will have to be punished.  He clarified that there should be a HYDRA system to play that role effectively.  He reviewed the formation and procedures of HYDRA.  “Study the organizational structure and procedures broadly.  The draft should be ready by the Assembly sessions which will begin on July 24.  This system should facilitate the expansion of the city of Hyderabad to provide a wide range of services to the people.  This new system should be per the Central National Disaster Management Act. prepare clear proposals on what level of officers should be there, how many staff are required from which departments to be taken on deputation, etc.  HYDRA will have to work in an area of two thousand square kilometers including Greater Hyderabad and the Outer Ring Road.  To facilitate the division of work, the geographical area should be demarcated on the lines of existing zones in the city.  Let us consider allocating special funds to HYDRA if necessary.

Along with disaster management, HYDRA should play a key role in the protection of government properties, curbing encroachment of ponds and canals, removal of encroachments, removal of non-compliant flexi, hoarding, traffic management, drinking water, and electricity supply.  The responsibility for the removal of unauthorized hoardings, flexi, and collection of delinquency fees should be transferred to it. Greater Hyderabad Municipal Corporation, HMDA, Water Board, Vigilance, Traffic, electricity, and Police Departments should have plans to move forward in good coordination with HYDRA.  Chief Minister Revanth Reddy made it clear to the officials that the present Enforcement Vigilance and Disaster Management Department should be reorganized accordingly.  (Maxim News)
