GHMC Commissioner Warns Engineers Over Sanitation Duty Refusal
GHMC | Hyderabad, Jan. 6: GHMC Commissioner RV Karnan has taken a serious view of deputy executive engineers refusing sanitation responsibilities after the civic body’s recent restructuring.
Following the expansion of the GHMC into 300 wards, 60 circles, and 12 zones, the commissioner reassigned duties across departments.
Under the new system, sanitation responsibilities were shifted from medical officers to deputy executive engineers, with one DEE posted for each circle.

Earlier, assistant medical officers supervised health and sanitation works.
However, Commissioner Karnan directed that sanitation must now be overseen only by deputy executive engineers. The move aims to strengthen accountability after the number of circles doubled from 30 to 60.
Sources said several DEEs have resisted the new roles. Some reportedly told senior officials they were unwilling to handle sanitation work and instead sought engineering maintenance duties. Others requested postings closer to their homes.
Sanitation officers are required to begin field inspections as early as 5.30 am. They must ensure garbage free roads and monitor waste management across the city.
Officials said engineers who earlier handled only maintenance work are reluctant to take up these field intensive duties.
The matter was brought to the commissioner’s notice, following which he reportedly expressed strong displeasure. He made it clear that refusal to discharge assigned duties would invite action.
Commissioner Karnan has reportedly warned that promotions and transfers will be considered only after completing at least two years of sanitation duties.
He also cautioned that violations of the orders would lead to disciplinary measures.
Officials noted that in several major municipal corporations across the country, engineers successfully handle sanitation operations.
GHMC adopted a similar model to improve city cleanliness, but resistance from some engineers has slowed implementation.
