GHMC Occupancy Certificate guidelines for non high rise buildings

GHMC Occupancy Certificate | Hyderabad, Jan. 9 (Maxim News): The Greater Hyderabad Municipal Corporation has issued new guidelines for issuing Occupancy Certificates to non high rise buildings.

The move applies to buildings where owners completed construction as per approved plans but failed to obtain the Occupancy Certificate within the permit validity period.

GHMC Commissioner RV Karnan said the guidelines will help owners who followed sanctioned plans but missed the deadline.

He clarified that the rules apply only to non high rise buildings. He also said the civic body took the decision after noting difficulties faced by owners without an Occupancy Certificate.

GHMC observed that the absence of an Occupancy Certificate creates problems in getting water and power connections.

Agencies like the water board and TGSPDCL deny connections without the certificate. Therefore, owners face delays. They also pay additional penalties.

In view of this, GHMC decided to simplify the process through clear rules.

According to the guidelines, owners who apply for an Occupancy Certificate within two years from the expiry of the building permission can seek approval under Rule 26.

However, they must clear pending building permit fees. They must also pay link road charges, CRMP charges, and other applicable fees. GHMC will then examine the application.

Meanwhile, if owners apply after two years from the permit expiry date, GHMC will collect all charges applicable to the total constructed area.

The corporation made it clear that stricter scrutiny will apply in such cases. Therefore, early applications will reduce financial burden.

GHMC also set limits on deviations. It said it will consider Occupancy Certificates only if deviations stay within ten percent.

This rule applies in both cases. However, deviations in mandatory setbacks must stay below ten percent, except for the front setback. Buildings with higher deviations will not qualify.

The Commissioner stressed that these guidelines apply strictly to non high rise buildings. High rise structures will follow separate rules.

With this decision, GHMC aims to reduce hardship for genuine applicants. At the same time, it wants to ensure compliance with approved plans.

The civic body expects the guidelines to bring clarity and faster processing of Occupancy Certificate requests.
