Harish Exposes Centre’s Total Bias against TS

Hyderabad, March 7 (Maxim News): The Finance Minister T Harish Rao‘s speech in the Legislative Assembly has fully exposed the total negative attitude of the Centre towards the State. “The State has suffered discrimination even after formation of separate State. “In the combined State, we suffered at the hands of the rulers. And we suffer a similar discrimination by the Centre”, he said.

Stating that he would like to mention a ‘bitter truth’, Harish listed out several instances of Centre’s negative attitude towards the State. He said: “Centre is creating hurdles in the progress of the State. Instead of incentivizing the States which are progressing, the Centre was trying to actively discourage. The discrimination against the Telangana started right from the day of State formation. Much before the celebrations of State formation ended, seven mandals of Khammam district were merged in A P…. Along with seven mandals, Telangana also lost Lower Sileru hydroelectric project.

“The promises made in he Reorganisation Act are also not yet fulfilled. As if it was not enough, whenever there is a discussion on the formation of the State of Telangana, it is commented that it is like “Killing the and mother of saving the baby”. These comments made by the elders at the Centre as an insult to the people of Telangana.

ITIR cancelled

“The ITIR project allocated to Telangana was cancelled.

“The Centre has notified nine districts of the erstwhile State as backward districts. However, the grant, which was supposed to be given to these districts, was delayed. On one hand, the Centre talks about cooperative federalism, but on the other, it acts against the spirit of federalism and is encroaching on the powers of the State.

“With great hope and expectations, Telangana state is submitting a number of projects to the centre. The Chief Minister himself met the Prime minister personally and handed over the requests. However, no action was taken, and no funds were released. NITI Aayog has recommended tht an amount of ₹.24,205 crore be released for Mission Bhagiratha and Mission Kakateeya schemes. The centre has not released even 24 paise.

“As per section 94 (1) of A P Reorganisation act, tax incentives are to be give to attract subsidies. However, no significant incentives were given. Bayyaram steel factory, Kazipet coach factory, improving the rail connectivity in the state are some of the issues hich are still pending. A nominal amount of rs. 20bcrire was provided for the Tribal University. An amont of Ra. 95 crore were inadvertantly released to A P in 2014 under the centrally sponsored schemes. this money is yet to be received. We can understand the negative attitude of the centre by this. An amout of ₹.500 crore which is due as the centre’s share towards Zaheerabad NIMZ is yet to be released.

” It is customery for the centre to accept the recommendations of the Finance Commission But the present central government has nt followed that custom. Te 15th Finance commission has recommended that during the year 2020-21, an amount of ₹.723 crore are to be given to Telangana as a special grant, but the same was disregarded

“State specific grants of ₹.2, 362 crore and sector specific grant of ₹.5386 crore were denied to Telangana by the Centre”, harish rao pointed out and also mentioned some other points highlighting centre’s bias against the State. (Maxim News)
