According to the new rules, passengers with waiting list tickets must travel only in general coaches. This regulation will be strictly enforced from May 1. If a ticket examiner (TTE) identifies any passenger traveling in sleeper or AC coaches with a waiting list ticket, action will be taken against them.

Explaining the reason for this change, North Western Railway Chief Public Relations Officer Captain Shashi Kiran stated, “This decision has been made solely for the convenience of passengers holding confirmed tickets.” He pointed out that on many occasions, individuals with waiting list tickets enter sleeper and AC coaches, sit in seats reserved for confirmed ticket holders, or block the pathways within the coaches, causing significant inconvenience. The Railway Department also observed that such actions hinder the movement of passengers inside the coaches.

Henceforth, violating these regulations will attract penalties. If a passenger is caught traveling in a sleeper coach with a waiting list ticket, they may be fined ₹250 in addition to the full fare for the journey. Additional charges based on the distance traveled may also apply. Similarly, if a passenger is found traveling with a waiting list ticket in third AC or second AC coaches, the penalty could be considerably higher. In such cases, an additional fine of up to ₹440 may be levied along with the travel charges.

Furthermore, the TTE has the authority to shift the violating passenger to a general coach or even deboard them at the next station. It is reported that if such a violation occurs in a first-class coach, the penalties will be even more substantial.
