Jubilee Hills Bypoll Campaign Expenses Must Be Fully Accounted: Observer

Expense Observer Sanjeev Kumar Lal has instructed officials to ensure that every paisa spent in the Jubilee Hills Assembly by-election campaign is properly accounted for and credited to the respective candidate’s account. He emphasized that all campaign expenses must be recorded daily and reflected promptly in each candidate’s register to maintain transparency in poll spending.

On Wednesday, Sanjeev Kumar Lal carried out surprise inspections at the GHMC head office, including the MCMC and electronic media monitoring rooms, the MCC control room, the 1950 grievance cell, and the social media monitoring cell. During his inspection, he reviewed the functioning of these units and expressed satisfaction with their operations. However, he stressed the importance of maintaining strict surveillance over media advertisements and paid news.

The observer ordered that campaign rallies, public meetings, and roadshows should be constantly monitored through video recording. He stated that expense details from these events must be meticulously entered on a day-to-day basis without omissions. All visible expenditure—whether related to on-ground activities or digital promotions—should, he said, be promptly recorded under the appropriate accounting heads.

MCC Nodal Officer Narasimhareddy, MCMC Member Secretary Mamindla Dasharatham, and 24×7 control room OSD Anuradha briefed the observer on their respective responsibilities. They detailed how content is scanned across traditional and social media, and how complaints received via the 1950 helpline are handled. The teams confirmed their readiness to act swiftly on violations, paid content, or surrogate messaging.

Chief Examiner of Accounts P. Venkateshwar Reddy accompanied Sanjeev Kumar Lal during his inspection. Later, the observer met the District Election Officer at the GHMC head office. Their discussions covered the recording of candidate and party expenses, Model Code of Conduct enforcement, and inter-departmental coordination for timely oversight.

Reiterating his directive, Sanjeev Kumar Lal said that accurate documentation and thorough scrutiny are essential to ensure a fair and transparent by-election in the Jubilee Hills constituency.
