He accused the TRS government of not serious on the welfare of the handicapped persons. He demanded that the State government create a separate portfolio for disabled persons for formulating welfare schemes. Presently, the Disabled Welfare department was merged with the Women & Child Welfare department.
Laxman said though the Modi government enacted a law for welfare of handicapped persons in 2016, but the State government was not implementing it. The Centre has been implementing “Swaslamban” insurance scheme for disabled and under which the Centre would bear 90% insurance premium and the rest should be borne by the State.
