The initiative aims to build a well-trained, responsive, and resilient volunteer force that can complement civil administration in times of natural disasters, accidents, public emergencies, and other unforeseen situations, a press release said.

In view of the current scenario and emerging security concerns, there is an urgent and growing need to establish a robust, community-based response mechanism.
