No More RTO Visits: Telangana to Deliver DL and RC Cards at Citizens’ Doorsteps

Hyderabad, Mar 28: In a major citizen-friendly reform, the Telangana government has decided to introduce a centralized system for printing and doorstep delivery of Driving Licence (DL) and Registration Certificate (RC) cards, eliminating the need for repeated visits to Regional Transport Offices (RTOs).

The decision was approved by Chief Minister A. Revanth Reddy, according to Transport Department officials.

Centralised printing system

Currently, DL and RC cards are printed and dispatched from 61 RTO units across the state. Under the new system, all cards will be printed at a single centralized facility and directly dispatched to vehicle owners through a streamlined delivery mechanism.

Officials believe the move will significantly reduce delays and improve efficiency in the distribution process.

Move to address delays and irregularities

The reform comes amid long-standing complaints from applicants about delays in receiving DL and RC cards, with many citizens reportedly waiting weeks or even months.

Past inspections also revealed that hundreds of cards were allegedly held by middlemen instead of reaching the rightful owners. In several cases, applicants were informed that their cards had already been dispatched, forcing them to file police complaints and apply for duplicate documents.

The new system aims to eliminate intermediaries and ensure transparent and direct delivery to citizens.

Large volume of transport documents

Telangana handles a substantial number of transport documents every year, including:

  • Around 47 lakh driving licences
  • Nearly 9.9 lakh vehicle registrations
  • Approximately 14–15 lakh cards issued annually

Officials say centralisation will help manage this large volume more efficiently.

Funding through user charges

The Transport Department generates between ₹6,700 crore and ₹6,900 crore annually through various taxes and fees, including more than ₹135 crore collected through user charges.

Sources indicated that the Chief Minister has approved the utilisation of these user charges to support the implementation of the centralized printing and delivery system.

The new initiative is expected to provide multiple benefits, including:

  • No need for repeated visits to RTO offices
  • Reduced dependence on agents
  • Faster processing and delivery
  • Transparent system
  • Safe doorstep delivery of documents
