A Landmark Survey with Massive Public Engagement

Swachh Survekshan 2024-25 carried the theme “Reduce, Reuse, Recycle”, focusing on sustainable urban living. Over 3,000 trained assessors evaluated urban local bodies (ULBs) for 45 days, covering every ward and inspecting over 11 lakh households.

This year marked a record level of public participation with 14 crore citizens actively engaging via on-ground interactions, the Swachhata App, MyGov portal, and various social media platforms—reflecting deep-rooted public ownership of the mission.

City Classification Based on Population for Fair Competition

For the first time, cities were evaluated across five distinct population-based categories:

  1. Very Small Cities (< 20,000 population)
  2. Small Cities (20,000 – 50,000)
  3. Medium Cities (50,000 – 3 lakh)
  4. Big Cities (3 – 10 lakh)
  5. Million-Plus Cities (> 10 lakh)

Each category was assessed using 54 indicators across 10 parameters, specifically tailored to the unique challenges and needs of cities of varying sizes. This inclusive model ensured that even the smallest towns had a chance to compete on an equal footing.

Super Swachh League: Pushing the Cleanliness Benchmark

A new segment called the Super Swachh League (SSL) was also introduced, celebrating cities that consistently rank among the top in their category. SSL cities have placed in the top three at least once in the past three years, and remain in the top 20% of their population group this year. This initiative aims to raise the bar and motivate other cities to strive for higher cleanliness benchmarks.

A Vision of Clean and Inclusive Urban Growth

Since its inception in 2016, Swachh Survekshan has evolved from a survey of just 73 cities to over 4,500 today. It has become a symbol of urban transformation, promoting behavioral change and policy reform toward achieving clean, livable, and sustainable cities.

As the awards ceremony approaches, cities across India eagerly await recognition—not just for rankings, but for their commitment to a cleaner, greener future. The Swachh Survekshan 2024-25 Awards stand as a testament to India’s ongoing journey towards urban excellence and environmental sustainability.
