Shabbir Ali Defends Telangana Caste Survey, Accuses BJP of Targeting OBC Quota for Political Gains
New Delhi, July 25 (Maxim News): Senior Congress leader and Advisor to the Telangana Government, Mohammed Ali Shabbir, came out strongly in support of the Telangana caste survey, asserting that the initiative was purely aimed at identifying the socio-economic and educational backwardness of communities, and not religious profiling.
Speaking at the “Congress OBC Leadership – Bhagidari Nyay Maha Sammelan” held in New Delhi, Shabbir Ali criticized the BJP for “communalising” the issue by falsely portraying the inclusion of backward Muslim groups under the Other Backward Classes (OBC) category as religious appeasement.
Caste Survey Based on Socio-Economic Parameters, Not Religion
“The caste census conducted by the Telangana Government does not take religion into account,” said Shabbir Ali. “It is focused on the educational, economic, and social backwardness of individuals across the state.” He emphasized that the aim was to ensure fair representation and upliftment of all backward communities, including historically underprivileged Muslim groups.
BJP’s Allegations are Politically Motivated
Shabbir Ali accused the BJP of spreading misinformation about the proposed 42% BC quota by the Congress-led Telangana government. He pointed out that several backward Muslim groups have been part of the OBC list both at the state and national level for decades. “Yet, the BJP is opposing their inclusion purely out of political hatred and to divide communities on religious lines,” he added.
History of Muslim Reservation in Telangana
Highlighting the Congress Party’s historical commitment to backward Muslim communities, Shabbir Ali recalled that the Telangana Congress Government in 2004 introduced a 5% reservation for Muslims by creating a separate BC-E category, benefiting 14 socially and educationally backward Muslim groups. Following a legal challenge, the quota was reduced to 4% and is still being implemented under a Supreme Court stay.
“The 4% Muslim quota did not affect the share of other BCs,” he clarified. “Over 22 lakh poor Muslims in Telangana and Andhra Pradesh have benefited from this policy, which is still awaiting final approval from the Constitutional Bench of the Supreme Court.”

Congress Vows to Implement 42% BC Quota
Shabbir Ali reiterated that the Congress Government is fully committed to implementing the 42% reservation for Backward Classes in Telangana, as promised. “This will further empower socially and educationally backward Muslim groups under the existing BC-E category,” he explained, adding that BJP’s opposition is based on a false narrative that the quota would disadvantage other BC communities.
Support from Congress National Leadership
He confirmed that both Congress President Mallikarjun Kharge and Leader of the Opposition Rahul Gandhi have extended support to the Telangana model of OBC empowerment, and the party intends to replicate it nationwide.
“All Congress workers are ready to fight for the rights of backward classes,” Shabbir Ali declared. “Whether it’s on the streets or in Parliament, we will stand united to ensure justice, representation, and equality.”
