He said that KCR failed to achieve its rightful share in Krishna River waters.  He said that the previous government did not insist on our share in Krishna Waters.  Due to the negligence of BRS, 512 TMCs came to AP and 299 TMCs to Telangana.  He criticized that because of KCR’s policies, Hyderabad, Ranga Reddy, Nalgonda, Mahbubnagar and Khammam districts were severely affected.   He said that Telangana was supposed to get a 68 percent share in the Krishna basin.  He said that the then rulers did not have the sense to take 550 TMC of water.  The minister said that the previous government had tentatively agreed to hand the Nagarjuna Sagar and Srisailam projects to the Krishna River Management Board (KRMB)

He said that the congress had designed the pranahita-Chevella project near Tummidi Hatti with Rs. 38,500 crores.  he said that a proposal has been made to provide water to 16.4 lakh acres.  The previous rulers were furious that thousands of crores of work were put aside and increased from  Rs. 38,500 crores to Rs. 81 thousand crores.  He said that the burden on Telangana’s economy has increased with the expenditure of Rs. 1.8 lakh crore.  He said that due to the debts and interest incurred in the name of the projects, the state treasury has collapsed under the burden of debts

He said that till 2014, the expenditure for the irrigation sector was Rs. 54,234 crores.  he said that the cost of irrigation under the BRS regime was Rs. 1.81 lakh crore.  He said that the new ayakat is 15.81 lakh acres.  The average cost of cultivation per acre is Rs. 11.45 lakh.  he said that the previous government had agreed to only 299 TMC for a few years from 2015.  It has been proposed to get a 50 percent share in a few years.  He complained that KCR did not pressurize the Center for the 68 percent share that Telangana should get.  On September 21, 2016, when the first meeting of the Apex Council was held, 511 TMCs for AP and 299 TMCs for Telangana were agreed.  KCR participated in the second meeting on October 6, 2020.  It has been decided that the center will notify the scope of KRMB and the Godavari River Management Board (GRMB)

He said that the center has released a gazette on KRMB on July 15, 2021.  He said that in the notification, projects should be handed over to KRMB.  He said that there is a provision in the notification to hand over the scope of the projects to KRMB once they are completed.  He said that the KCR government did not challenge the central gazette.  The minister stated that the notification was implemented only because the previous government did not challenge it.  BRS favored handing over the projects to KRMB.  he said that Special Chief Secretary Rajath Kumar and ENC Muralidhar Rao participated in the 15th and 16th KRMB meetings and agreed to hand over the projects to KRMB.  He said that AP police tried to occupy Nagarjuna Sagar during the election.  AP illegally released water with the help of the police. He said that the BRS government was silent on AP’s action.  On December 1,  Irrigation Secretary Smita Sabharwal said that she had written a letter to the KRMB Chairman and agreed to hand over Srisailam and Nagarjuna Sagar to KRMB.
