Delhi/Hyderabad, Feb 24 (Maxim News): With the aim of taking a firm stand on terrorism, the Indian government has formulated the country’s first anti-terrorism policy, titled ‘Prahaar’. The Union Home Ministry unveiled it on Monday. It criticized Pakistan, without naming it, saying that some neighboring countries have sometimes used terrorism as an instrument of state policy.
“India has long been affected by sponsored terrorism across its borders. India is a target of terrorist groups like Al-Qaeda and Islamic State. These are trying to incite violence in the country through sleeper cells. Terrorists are working from abroad and hatching conspiracies to promote violence in India. Terror handlers are using various latest technologies, including drones, to facilitate terror attacks in states like Punjab and Jammu and Kashmir,” it reminded.
However, it made it clear that India does not link terrorism to any particular religion, race, nationality or civilization. It said that India has always condemned terrorism and will always stand by the victims of terrorism. It said that India firmly believes in the argument that there is no justification for violence and that this belief is the basis for our ‘zero tolerance’ policy on terrorism.
Terrorist groups are using organized crime networks to carry out attacks in India with ease. They are using social media platforms and messaging apps to spread terror propaganda, distribute information, raise funds and guide attacks. The dark web, encryption and crypto wallets are enabling terrorists to operate in extreme secrecy. All these developments are making it difficult to unravel the nefarious schemes of terrorists and their means of funding.
It expressed concern that a new counter-terrorism policy has been formulated with a multi-pronged strategy to overcome all these problems. The policy aims to neutralize terrorism by denying terrorists, their supporters and financial backers access to funds, weapons and safe havens. The Centre has formulated this policy based on seven pillars to address the threat of terrorism from both domestic and foreign sources.
Prevention: Preventing and preventing terrorist attacks with information from intelligence agencies
Response: Responding quickly when an attack occurs
Human rights and the rule of law: Treating those accused of terrorism in a constitutional and impartial manner. Punishing terrorists democratically and according to the law, without any sense of injustice.
Eliminating conditions conducive to terrorism: It is not just about catching terrorists.. but also identifying why someone is attracted to terrorism and eliminating the conditions that cause it.. that is, eliminating the roots. For example.. terrorists use problems like poverty and unemployment to their advantage and attract the youth.. The Home Ministry said in its statement that these problems are being checked through government schemes.
International cooperation: Disrupting terrorist networks with the help of other countries.
Rehabilitation and Resilience: Standing with the community for the victims of terrorist attacks. Because.. the main goal of terrorists is to make people afraid. If people can quickly return to normal life without fear, then the goal of terrorists will have failed. For this, the Center has said that it will take the cooperation of doctors, psychologists, lawyers, NGOs and religious leaders.
Internal capacity building
To strengthen the strength of various security and investigative agencies in the country to effectively counter terrorism. To ensure that central agencies and state police departments work in coordination. The Home Ministry stated in its statement that close partnership has already been established between central agencies and state police forces through the Multi-Agency Centre and Joint Task Force on Intelligence in the Intelligence Bureau.
