TDR Rules Hyderabad Boost Real Estate Growth

Hyderabad: The Telangana government has amended building rules to ease norms for builders in Hyderabad. The changes focus on the use of Transferable Development Rights, also known as TDR, up to the Outer Ring Road limits.

The government issued a Government Order to increase flexibility in TDR use for construction. Officials said the move aims to simplify rules and support real estate growth. Meanwhile, the Municipal Administration and Urban Development Department released G.O. Ms No. 95, which introduces amendments to the Telangana Building Rules, 2012.

The government stated that it made these changes after reviewing requests from stakeholders. It said the goal was to rationalise TDR use and make building rules more flexible. Therefore, it approved and notified amendments to streamline TDR usage and relax building parameters under existing rules.

Under the revised rules, buildings above 21 meters are now classified as high-rise. For plots between 750 square meters and 2,000 square meters, buildings with heights from 18 to 21 meters will be allowed only through TDR use. However, these approvals depend on meeting parking requirements and other rules.

The new guidelines also allow setback relaxation for non-high-rise buildings through TDR. Meanwhile, high-rise buildings can get up to 10 per cent setback relaxation. This is subject to maintaining a minimum of seven meters setback on all sides.

In addition, plots above 2,000 square meters can now have extra floors through TDR. The number of additional floors depends on road width. Three extra floors are allowed on 40-foot roads, four on 60-foot roads, and five on 80-foot roads.

Officials believe these amendments will boost real estate activity in Hyderabad. They also expect better use of land and more flexibility for developers under the updated framework.
