The university needs twelve members, yet it now works with only four. The vice chancellor, the education secretary, the technical and collegiate education commissioner, and the finance secretary attend meetings.

However, experts explain that the council must include members from social service, public life, colleges, and university sectors.

They argue that these members bring field knowledge and support better decisions.

Moreover, they stress that incomplete councils limit debate, although meetings continue. Former vice chancellors urge the government to complete all pending appointments.

They state that councils with broad representation help universities act with clarity. They also add that councils gain strength when experts join discussions.

Officials note that Osmania University continues without a full council for one year. Additionally, they caution that decisions on recruitment may face legal issues if councils remain incomplete.

Officials from the Telangana State Council of Higher Education confirm nine universities now run with incomplete councils. They add that RGUKT and Chakali Ailamma Women University lack councils entirely.

Officials also state that both institutions need legal changes before the government forms councils. They suggest quick action to restore strong governance across the higher education system.
