Telangana Wakf Board | Hyderabad, Dec 11 | The on-going war between CEO and chairman of Telangana State Waqf Board is taking ugly turn with every passing day.

The CEO wants to be held high and control the board where as the chairman wants his say counted in every aspect. The ego of CEO and the chairman has thrown the Wakf board in doldrums.

In the on-going war between CEO and chairman, some unofficial advisers who are self proclaimed Wakf experts are taking sides of the two warring officials.

In the recent past, Board Chairman Mohammed Masiullah Khan alleged that Shahnawaz Qasim was not giving enough time to the activities of the Board. It became a bone of contention. Other Board members have agreed with one another on this issue, for the most part.

On the other hand, it is alleged that the CEO being an officer with a reputation for fairness would not like to become party to the decisions which he deems to not be in line with the law.

In these circumstances the board unanimously resolved to request the T. S. Government to return the services of CEO Shah Nawaz Qasim to his parent department, and gave the charge of CEO to DSP Khaja Moinuddin.

Sources said that the Board meeting on December 2, went on in the absence of the CEO. According to the Wakf Rules, 2000, the CEO has the power to convene board meetings. Rule 7 (3) states: “The meeting of the Board shall be convened by the Chief Executive Officer and Ex-Officio Member of the Board with the approval of the Chairperson.”

As the board is an autonomous body it has every right to take a decision, and the decision has to be accepted by the government.

In a shocking reply, the principal Secretary to Minorities Welfare Department, Ahmed Nadeem has clarified that as per the Section 26 of the Wakf Act, 1995, the implementation of the Resolution of the Board has to be carried out by the Chief Executive officer (CEO).

In the reply to the Chairman of the Telangana State Wakf Board, the Principal Secretary has further clarified that all the resolutions passed by the Board have to be authenticated by the CEO before sending them to the government.

It is further clarified that as per the orders of High Court of Telangana it is directed to appoint the Full time Executive Officer U/s 23 of the Wakf Act, 1995.

The Principal Secretary said two names mentioned are of the officers who belong to other departments, therefore it has not been enclosed with the consent of the officers and consent of the Parents Department of the officer.

Now, it is learnt, the government has conveyed to the Board that further communications should be made via proper channels, in this case, through the CEO’s office.
