A one day training programme on ULB Audit Procedures and GST applicable to municipalities was held at Osmania University in Hyderabad. The Regional Centre for Urban and Environmental Studies organised the programme for officers of the State Audit Department, Telangana. The event focused on strengthening professional knowledge and improving compliance practices linked to Urban Local Bodies.
The programme took place on December 24 and targeted Assistant Audit Officers and Auditors working with the State Audit Department. According to the information provided, the training aimed to familiarise officers with statutory provisions related to ULB Audit Procedures and GST. It also covered EPF and other compliance requirements that apply to municipalities. Therefore, the programme addressed both financial oversight and regulatory responsibilities faced by audit officers.
A total of 60 Assistant Audit Officers participated in the training programme. This level of participation reflected the department’s focus on capacity building and continuous professional development. Meanwhile, the organisers designed the sessions to respond to changes in the regulatory environment. The programme therefore sought to help officers adapt to evolving audit standards and compliance needs in urban governance.
The programme was inaugurated by Osmania University Vice Chancellor Prof. Kumar Molugaram. He emphasised the role of auditors in ensuring transparency, accountability, and good governance in urban administration. He also highlighted the growing importance of digital transformation in audit work. Later, he strongly advocated the use of online auditing mechanisms to improve efficiency, accuracy, and timely compliance in municipal audits.

Sharing a wider national perspective, Prof. Kumar Molugaram stated that India is expected to become the world’s second largest economy by 2050. He therefore stressed that strong audit frameworks and transparent financial management at the municipal level are essential to support this vision. His address linked ULB Audit Procedures with long term national economic goals.
The technical sessions focused on practical aspects of audit procedures and GST implementation for municipalities. These sessions provided participants with relevant insights linked to their day to day audit responsibilities.
