Hyderabad, Oct 16 (Maxim News): Chief Minister Revanth Reddy has set up HYDRA to demolish the illegal constructions built by encroaching ponds and canals in Hyderabad. On the one hand, praise is pouring in on this decision taken by CM Revanth, but on the other hand, criticism is pouring in. This HYDRA dispute reached the High Court. HYDRA opponents and HYDRA victims approached the Telangana High Court. Petitioners filed a petition against HYDRA’s action to ensure justice.

HYDRA got a big relief. The High Court made it clear that the formation of HYDRA cannot be faulted. The High Court heard various petitions challenging the actions of G.O 99, the formation of HYDRA. The bench held that the state government has the power to set up HYDRA.
According to the Revenue Act of the time, any Revenue Officer can survey at any time. It said that the government also has the power to appoint an officer to supervise these affairs. It is said that HYDRA was formed in this order. The bench expressed its opinion in support of HYDRA that there was no need to issue a notice under the Nizam-era Revenue Act and it had the authority to survey the FTL and buffer zones and demolish the structures and encroachments there. The High Court explained that the Irrigation Act was also framed in accordance with the Revenue Act of that time. It was recalled that the Supreme Court had in a case directed the Chief Secretaries of all State governments to take immediate steps to protect FTL and buffer zones.

Many victims approached the High Court saying that RBX markings were put on their houses in the Musi area and red letters and there is a possibility of demolition at any moment. Also, some other victims said that HYDRA officials trespassed into the private patta lands and demolished the structures without giving any notice. The lawyers on behalf of the victims requested the High Court that HYDRA has no legality. He said that HYDRA cannot do what GHMC is doing. However, the special counsel for the government told the court that steps are being taken to issue notices as per law. After hearing the arguments of both sides, the court ordered the government to file a counter within 2 weeks. The division bench said that the suits challenging G.O. 99 related to HYDRA would have to be heard. If the government files a counter, appropriate orders will be passed in the next hearing. The High Court adjourned the hearing to the 29th of this month. (Maxim News)
