GHMC Division Plan Moves Forward With Major Merger

  • State Cabinet approves GHMC expansion and merger of 27 urban bodies
  • New GHMC structure to form three corporations for better administration

Hyderabad: The Greater Hyderabad Municipal Corporation will undergo a major structural change after the Cabinet decided to divide GHMC into three municipal corporations. Officials said the GHMC has been the largest civic body for many years. They also said the merger of 27 municipalities and corporations within the Hyderabad Core Urban Area will take place soon.

According to the decision, these urban local bodies fall within or near the Outer Ring Road. The approval also includes amendments to the GHMC Act and the Telangana Municipal Act. Therefore, 27 local bodies outside Baldia but within the ORR limits will now be part of GHMC. The Cabinet stated that the move aims to support development across all rapidly growing areas.

The Cabinet then decided to divide the large civic body into three corporations. The plan follows the model of the Hyderabad, Cyberabad and Rachakonda police commissionerates. Officials said the merger will turn Hyderabad into a mega city. They also said the division will help improve administration. Work is now in progress to decide new divisions and boundaries in each corporation. The government plans to avoid confusion by completing this process in a clear manner.

Currently GHMC covers 650 square kilometres. With the merger of 20 municipalities and seven corporations, the Core Urban Region will expand sharply. Officials described the expected additions as nearly 1,085 square kilometres from Medchal Malkajgiri district, 700 square kilometres from Rangareddy district and 300 square kilometres from Sangareddy. They said the total area may reach 2,700 square kilometres. They also noted the population may cross two crore. As a result, they believe that administering such a large region will be a major challenge. Therefore, plans are in place to form three separate corporations within the Core Urban region. Officials also expect the restructuring to finish by March. They said the term of the current GHMC body ends in February. After that, the government may issue rules under special officers.

Meanwhile, officials said Hyderabad will become one of the largest metro cities in the country after the merger. They noted that the city already has six parliamentary seats and 28 assembly seats across five districts. They added that Hyderabad is ahead of many major cities in growth. They pointed to factors such as reasonable living costs and no language barriers. They said people from many states choose Hyderabad for education, jobs and business. They also said the city has crossed the ORR and continues to expand. Hyderabad has strengthened its position in the pharma sector and may soon surpass Bengaluru in IT. The government said the decision to divide GHMC into three corporations will help ensure equal services, better use of taxes and stronger infrastructure.

Officials listed the urban bodies that will join GHMC. They named municipal corporations such as Boduppal, Peerjadiguda, Jawaharnagar, Nizampet, Badangpet, Mirpet and Bandlaguda Jagir. They also named municipalities like Dammaiguda, Nagaram, Pocharam, Ghatkesar, Gundla Pochampally, Thoonkunta, Dundigal, Kompally, Medchal, Pedda Amberpet, Turkayanjal, Adibhatla, Jalpally, Shamshabad, Manikonda, Thukkuguda, Narsingi, IDA Bollaram, Tellapur and Ameenpur.
