Marco Rubio | Gujarat, Oct. 21: US Secretary of State Marco Rubio’s planned visit to Reliance Industries’ Jamnagar refinery in Gujarat highlights the growing importance of energy trade in US-India relations. The visit comes as Washington seeks to curb Russian oil revenues, expand Venezuelan crude exports and address fuel-price concerns.
Rubio’s two-day India itinerary includes meetings in Mumbai and a stop at the world’s largest single-site oil-refining complex. The visit is expected to focus on business, investment and energy cooperation.
Marco Rubio | Jamnagar Refinery Draws US Attention Over Oil Trade
Reliance operates two refineries at Jamnagar with a combined processing capacity of around 1.4 million barrels per day. The facilities can process different grades of crude oil, including heavy and sulphur-rich varieties, and supply diesel, petrol and aviation fuel to international markets.

US Ambassador to India Sergio Gor has described Rubio’s visit as business-focused. Discussions are expected to include opportunities for Reliance to process more Venezuelan crude.
Reliance has emerged as a significant participant in global oil markets because of its refining capacity and international export network. The company has said its facilities can process more than 216 varieties of crude oil.
Russian Oil Purchases Put Reliance Under Scrutiny
Reliance has faced scrutiny over its purchases of Russian crude following Russia’s full-scale invasion of Ukraine in February 2022. Reports indicate that Russian oil grew from a small share of the company’s crude imports before the war to a substantial share in 2025.

Washington has sought to reduce Russia’s oil revenues through economic pressure and trade measures. In August 2025, US President Donald Trump announced an additional 25% tariff on Indian goods over India’s purchases of Russian oil.
Reliance subsequently reduced its Russian crude imports, although Russian oil continued to feature in the company’s supply mix, according to reports.
The issue presents a challenge for Washington. The US views India as an important strategic partner but has also pressed New Delhi to reduce its dependence on Russian energy supplies.
Marco Rubio | Venezuelan Crude and European Fuel Supplies
Jamnagar’s ability to process different crude grades makes it relevant to US efforts to redirect Venezuelan oil towards international markets. Greater purchases of Venezuelan crude by Reliance could support Washington’s energy and trade objectives.
The refinery complex is also a major supplier of refined petroleum products to overseas markets, including Europe. Reported trade figures show that Reliance exported 21.66 million tonnes of refined petroleum products from Jamnagar during the first half of 2025.

Diesel accounted for 9.81 million tonnes, followed by petrol at 6.14 million tonnes and jet fuel at 2.06 million tonnes. Europe accounted for 28% of the company’s refined-product exports during that period.
The refinery has also featured in discussions about European restrictions on petroleum products made from Russian crude processed in third countries.
US Investment and Fuel Prices Add to the Agenda
Rubio’s visit comes amid US concerns about inflation and fuel prices. Reliance’s exports of diesel and other refined fuels make the company relevant to international energy supply chains.
Reliance also has investment interests in the United States. The company is backing America First Refining’s proposed refinery project at the Port of Brownsville in Texas. The project was announced by Trump in March 2025 and has been presented by his administration as an example of foreign investment in American industry.
Rubio’s planned stop at Jamnagar reflects the refinery’s significance beyond its industrial scale. The facility sits at the intersection of US energy policy, Russian oil sanctions, Venezuelan crude exports and international investment.
The visit also highlights the balancing act in US-India relations, where commercial cooperation continues alongside disagreements over trade policy and India’s energy ties with Russia.
