Lucknow, Oct. 29: The Uttar Pradesh government job rules have been tightened under new character verification guidelines issued by the government led by Chief Minister Yogi Adityanath. Candidates found involved in terrorism, serious crimes, examination paper leaks, fraud or specified violent activities may be declared ineligible for government recruitment under the new provisions.
The guidelines apply to direct recruitment in government departments, corporations and local bodies. However, the government has clarified that having a particular political ideology or doctrine alone will not disqualify a candidate.
UP Government Job Rules: Key Changes
The new guidelines state that registration of an FIR or a pending investigation will not automatically make a candidate ineligible for a government job. Authorities will assess the circumstances and findings in accordance with the prescribed verification process.

The rules identify several serious activities that may affect eligibility, including terrorist activities, examination paper leaks, involvement in solver gangs or proxy candidates, use of fake certificates, cybercrimes, digital arrest scams and UPI fraud.
The guidelines also refer to involvement in violent activities aimed at changing the government or transferring power through violence. According to the provided details, relevant conduct after a candidate turns 21, within the preceding three years, will be considered under the specified provisions.
District police and Local Intelligence Units (LIUs) must submit character verification reports within 30 days. If verification is delayed, a provisional appointment letter may be issued based on the candidate’s self-declaration. If subsequent verification produces an adverse report, the appointment may be cancelled after the prescribed process. Candidates will be given an opportunity to explain their position online or in person.
The orders were issued by Principal Secretary of the Appointments Department M. Devaraj in accordance with High Court directions. The move follows recent remarks by Yogi Adityanath about alleged attempts to create unrest and change political power through violence.
