Munugode by-election: ECI notice to TRS Minister Jagadish Reddy
Hyderbad, October 28: The Election Commission of India announced the Munugode by-election on 3 October, 2022, and the provisions of Model Code of Conduct has come into the force with immediate effect in the district(s) in which the whole or any part of the Assembly Constituency going for election.
The Commission received a complaint dated 26′” October, 2022 from Kapilavai Dileep Kumar, BJP leader where in it has been alleged that Jagadish Reddy, Minister for Energy, Govt of Telangana on 25.10.2022 in Munugode Assembly Constituency delivered speech stating to stop all welfare schemes if people do not vote to the contesting candidate.
The Commission sent the above complaint to the CEO, Telangana, directing him to submit a factual report in the matter vide ECI’s letter dated 26″ October, 2022.
The Commission received a factual report vide letter no. 2389/Elecs.A/A1/2022-117 dated 27.10.2022 from the CEO, Telangana forwarding there with 2 report no. C4/6500/2022 dated 26.10. 2022 of the District Election Officer, Nalgonda on the said complaint of BUP regarding speech made by Minister Jagadish Reddy.
DEO, Nalgonda along with his afore said report has provided transcript of the speech made by G Jagadish Reddy on 25′ October in Munugode Assembly Constituency and the transcript of the speech is as under:-
“The election is not between Kusukuntla Prabhakar Reddy and Rajgopal Reddy, it is the election for whether to continue the Pension of Rs. 20007/- , it is for whether to continue Rythu Bandhu or not, whether to continue 24 free current or not, whether to continue the Rs. 3,000/- challenged persons or not, the people who are willing for continuation of schemes they vote for CAR and may stand with KCR, or not. If anyone not interested in Pension they can vote for Modi, if any one want schemes vote for KCR”.
‘General Conduct’ of the Model Code of Conduct for Political Parties, inter-alia, provides that “All parties and candidates shall avoid all scrupulous activities which are “corrupt practices” and offences under the election law, such as bribing of voters, intimidation of voters, impersonation of voters, canvassing within 100 meters of polling stations, holding public meetings during the period of 48 hours ending with the hour fixed for the close of the poll, and the transport and conveyance of voters to and from polling Station”.
The Commission is, prima facie, of the opinion that by making afore said statement, you have violated the above said provisions of the Model Code of Conduct.
Now, therefore, the Commission gives you an opportunity to explain your stand in respect of the above statement by 3:00 PM on 29′” October, 2022, failing which a decision shall be taken without any further reference to you.
