Aadhaar Authentication Mandatory For Subsidised LPG Refills

New Delhi, Sept. 20: Aadhaar authentication will become mandatory for subsidised LPG refills from October 1, 2026. Domestic LPG consumers must complete Biometric Aadhaar Authentication to book cooking gas refills at the regulated price with government subsidy.

The Ministry of Petroleum and Natural Gas said the move will help ensure that subsidies reach eligible households. It will also help prevent the diversion of domestic LPG cylinders for commercial and industrial use.

The government said Aadhaar authenticated LPG connections can help remove duplicate and ineligible connections. The process can also improve the targeting of subsidies.

Consumers who already completed biometric Aadhaar authentication will not need to repeat it. They can continue booking their LPG refills as usual.

However, consumers who have not completed the process will need to finish authentication to access subsidised refills. The new requirement will apply from October 1.

Aadhaar Authentication Options for LPG Consumers

Consumers can complete Biometric Aadhaar Authentication through several channels. They can complete the process during LPG cylinder delivery through a mobile application used by delivery personnel.

They can also visit LPG distributor showrooms for authentication. In addition, consumers can use the mobile applications operated by their respective oil marketing companies.

Indane customers can use the IndianOil ONE application. Bharatgas consumers can use HelloBPCL. HP Gas customers can complete authentication through HP PAY.

Consumers who do not want to complete Aadhaar authentication will still receive LPG supplies. However, they will have to pay the applicable market price without subsidy.

Such consumers must register their preference through their oil marketing company’s digital platforms. These include web portals, mobile applications, WhatsApp chatbots and IVRS systems.

They can also use other channels provided by the oil marketing companies. The government said such consumers will receive 5 kg or 10 kg cylinders, subject to local availability.

LPG Subsidy Coverage Reaches 27.43 Crore Consumers

Official data showed that 27.43 crore active domestic LPG consumers had completed biometric Aadhaar authentication as of September 19. This accounts for almost 90 per cent of the domestic LPG consumer base.

The government said oil marketing companies have conducted a nationwide outreach campaign since October 2023. The campaign has used SMS and WhatsApp messages to reach consumers.

Distributors and delivery staff have also conducted field visits. In addition, companies have organised special enrolment camps and issued IVRS reminders.

The outreach effort has also used digital and traditional media for public awareness. The government said these measures have encouraged consumers to complete the authentication process.

The government also said the implicit subsidy on a 14.2 kg domestic LPG cylinder stood at around Rs 210 in September 2026.

It said subsidies must reach genuine beneficiaries to sustain the programme. The government linked the need for targeted subsidies to mounting under recoveries faced by public sector oil marketing companies.

The new requirement will therefore make biometric Aadhaar authentication a key condition for consumers seeking LPG refills with government subsidy from October 1.
