Hyderabad: An Iranian opposition blueprint has proposed reviving the Chabahar Port partnership with India and restoring crude oil exports to the country. The proposal appears in a document outlining plans for governing Iran after the fall of the Islamic Republic.
The plan is included in the Emergency Phase Booklet of the Iran Prosperity Project. This document outlines how a transitional government could stabilize Iran’s economy and foreign policy during the first six months after a regime collapse. It also highlights India as an important economic and strategic partner.
Iran blueprint highlights Chabahar Port partnership with India
The 178 page document identifies India as a key partner in Iran’s future foreign policy. According to the blueprint, a new Iranian government would rebuild trade links and attract international investment after years of sanctions and isolation.
Under the proposal, Iran would resume cooperation with New Delhi on the development of Chabahar Port on the country’s southeastern coast. The port would serve as a commercial hub connecting the Persian Gulf and the Indian Ocean with Central Asia. The plan also proposes reviving crude oil exports to India, which was once among Iran’s largest energy buyers before US sanctions curtailed trade.
India views Chabahar as strategic gateway to Central Asia
For India, Chabahar Port has long been seen as a strategic gateway to Afghanistan and the broader Central Asian region. Importantly, the route bypasses Pakistan and provides an alternative trade corridor.
The blueprint also describes India as a key Asian partner as Iran seeks to reposition itself as a regional economic and transit hub. According to the report, Iran’s geographic location between the Persian Gulf, the Indian Ocean, and Central Asia could help it become a major commercial crossroads once sanctions are lifted.
Meanwhile, the document outlines plans to recalibrate relations with major global powers including China and Russia. However, it states that future Iranian leadership would review existing strategic agreements with both countries while continuing cooperation based on transparency and mutual interests.
Plan led by Reza Pahlavi aims for economic stabilisation
The transition plan centers on exiled Crown Prince Reza Pahlavi, the son of Iran’s last monarch. He has brought together technocrats, academics, and members of the Iranian diaspora to prepare a framework for governing the country after the current system collapses.
According to the document, the project aims to restore institutions, stabilize the economy, and prepare Iran for democratic elections and constitutional reform. It also proposes expanding engagement with neighbouring countries, including Pakistan, particularly in border security, counterterrorism cooperation, and preventing cross border militant activity.
India has already invested more than 120 million dollars in developing the Shahid Beheshti terminal at Chabahar Port. The investment forms part of a long standing effort to expand trade routes connecting India with Afghanistan and Eurasia.
However, progress on the project has moved slowly at times due to sanctions on Iran, financing constraints, and shifting geopolitical tensions in the region. For the architects of the transition plan, reviving Chabahar Port and restoring energy trade with India would signal a broader reopening of Iran’s economy and its return to global commerce.
