The petition was filed by Hyderabad based social activist T. Madangopal. He alleged that Shivadhar Reddy was appointed as DGP in violation of Supreme Court guidelines. The court took up the matter for hearing and examined the arguments placed before it. However, after considering the submissions, the High Court declined to interfere with the appointment at this stage.

Meanwhile, the court issued clear directions regarding the regular appointment process. It ordered that the full process must be completed within four weeks. The Union Public Service Commission has also directed the state government to complete the process for appointing a full time DGP within the same period. Therefore, the court stressed the need to follow the prescribed procedure without further delay.

The High Court also fixed the next date of hearing. It adjourned the case to February 5. At the same time, it directed the state government to file a counter affidavit. The court asked the government to send the required information to the UPSC before filing its response. This step is expected to ensure coordination between the state and the commission.

The case drew attention as it involved the appointment of the state’s top police officer. However, the court limited its decision to the immediate request for a stay. It did not make any further observations on the merits of the allegations raised in the petition. Therefore, the existing appointment orders remain in force for now.

Later, legal observers noted that the court’s focus was on ensuring that the regular process moves forward within a fixed timeline. By setting a four week deadline, the High Court underlined the importance of completing the appointment as per rules. The direction to involve the UPSC also reflects adherence to established procedures.

The matter will come up again after the government files its counter. Until then, DGP Shivadhar Reddy will continue in his role. The next hearing is expected to bring more clarity once the court reviews the response and the steps taken to complete the process.
