HMDA Growth Drives Record Revenue And Faster Permissions

The Hyderabad Metropolitan Development Authority reported unexpected growth with record income and faster clearances across building permissions, layouts, and multi-storey projects, as per official data shared in the input. The authority said it is moving at a rapid pace in line with Chief Minister Revanth Reddy’s vision for metropolitan development. Therefore, HMDA showcased notable gains in approvals and fee collections within the first nine months of 2025.

In nine months, HMDA received 6,079 applications and resolved them with a sharp rise over previous years. 

This total is 49 percent higher than the first nine months of 2024 and 36 percent higher than 2023. Building permissions saw 2,961 applications, with increases of 18 percent over 2024 and 8 percent over 2023.

Moreover, 2,904 of these were cleared, reflecting over 98 percent disposal. Officials said building permissions increased by 47 percent over 2024 and 26 percent over 2023. The approvals covered more than 88.15 lakh square metres of built-up area.

In 2025, HMDA accepted 3,677 new applications spanning MSB approvals, open-plot layouts, housing layouts, and building permissions.

 It approved 2,887 applications, or 79 percent. In comparison, 2024 saw 3,209 new applications with 1,216 approvals, or 38 percent, and 2023 approvals at 58 percent of new applications. Officials said the pace of clearances has notably improved since 2023. They added that this consistency has built credibility among developers and citizens.

Officials attributed results to strong supervision and accountability. They said files are processed under a methodical system with constant review at the commissioner level. Pending files are segmented by time bands, including above 60 days, 30–60 days, under 30 days, and within a week, and are taken up accordingly. 

The focus on intake and resolution, they said, has driven outcomes across the board. Meanwhile, planners stated the process has improved transparency and predictability.

HMDA said reforms delivered a strong financial trend. Between January and September 2025, permit fee collections reached Rs 1,225 crore. 

This is a 245 percent rise over 2024 at Rs 355 crore and an 82 percent rise over 2023 at Rs 674 crore. In September 2025 alone, revenues were Rs 132 crore, up 263 percent from September 2024. Officials said this supports infrastructure, resource mobilisation, and better public services.

High-rise approvals increased within HMDA limits. In the first nine months of 2025, 77 applications received permission, covering 78.71 lakh square metres and yielding Rs 514 crore in revenue. In the same period of 2023, only 55 applications were cleared, with 37.03 lakh square metres and Rs 215 crore revenue.

HMDA said recent approvals in key Gandipet mandal locations will reshape the skyline and add modern, high-rise architecture. 

The authority detailed marquee projects in Kokapet and Bandlaguda Jagir, including towers up to ground plus 63 floors, multi-block residential and commercial complexes, and cumulative built-up areas running into millions of square feet, with unit counts specified for each project.

HMDA granted layout permissions for open plots across 2,862 acres, a 512 percent rise compared to 2024. Housing-linked layouts reached 38.24 lakh square metres, up 186 percent.

Building permissions enabled 88.15 lakh square metres of development, up 239 percent over 2024 and 87 percent over 2023. Officials said these revenue streams are now vital for city planning, while roads, public amenities, and green spaces will gain fresh momentum from the surge.
