Hyderabad, April 27 (Maxim News): The leader of opposition in the Telangana legislative council Mohammed Ali Shabbir here on Thursday urged the state government to summon an all party meeting to suggest valuable amendments to the Central LARR Act 2013 in the back ground of the Union government rejecting the changes in the Act and endorsed by the state legislatures.
He said the TRS government had with its brutal strength in assembly had crudely drafted the amendments and got it passed but the centre had struck down the same and sent it back for further changes. The inexperience of the TRS government in administrative affairs issues has once again been exposed in the issue of provision of recruitment for Singareni Employees on compassionate grounds and regularisation of Out-sourcing and contract employees .
Addressing a media conference at the CLP Shabbir said if Telangana wanted to bring forth a better act it should discuss the issue with all political parties and experts on land issues and constitutional stipulations in this regard. He said the credit should go to the congress government for giving a fine shape to the LARR Act in 2013 which the Modi government has failed to implement for benefit of the farming community .
The hasty passage of the land bill had failed to get any dividend for the famers of the state . Even the hasty passage of the Muslim quota and Tribals quota bills needed more careful wording and drafting if they had to pass the scrutiny of the courts .‘There is no harm is there is delay due to consultation with constitutional experts and opposition parties .The Government should not act in haste and should study the issue thoroughly before sending the Bill back to centre once again’ he cautioned.
Shabbir said it is widely known how the hasty act of the government in issuing G.O.No-123 was struck down by the High court causing embrassement all around to the state .
The LOP said the TRS government was deliberately delaying the irrigation works with the excuse of redesigning, relocation and re-engineering and blindly blaming the congress party for the delay. The truth of the fact is that the TRS government has failed to get all benefits of bifurcation Act and attempting diversion of public attention with its political stunts and high-voltage publicity. For example the government failed to get the Pranahita Project declared as a national project but now is trying to get the same status for the Kaleswaram Project which has already become a controversy.
Shabbir also charged that the TRS government of diverting the budgetary allocations of all irrigation projects to its pet programs of Mission Kakatiya and Mission Bhagiratha in a deceptive manner .
Commenting on the centenary celebrations of the Osmania University the LOP lamented that the government had failed to recognise the contribution of the Nizam’s family for the growth of education and the the Osmania University .’
Shabbir said that it was a shame that there were no banners in Urdu and even the portraits of the founder member of the Nizam’s family on the dias of the University event.Even the members of the erstwhile royal family who gave huge lands and also funds for the University were not invited . The Vice chancellor and the state Government should tender an public apology .
He said the only saving face was that the President of India Sri Pranab Mukherjee was full of praise for the vision and contribution to education by the last Nizam.
Among other prominent congress leaders, Sri. Ponguleti Sudhakar Reddy, MLC and Smt. Akula Lalitha, MLC participated in the media conference addressed by the LOP at the CLP. (Maxim News)
