IAS probationary officers call on AP Governor

Ten IAS probationary officers of 2020 batch allotted to Andhra Pradesh cadre and two Indian Foreign Service (IFS) probationary officers undergoing training in the State, have called on Andhra Pradesh Governor Biswabhusan Harichandan at Raj Bhavan on Thursday.

Addressing the IAS & IFS Probationary Officers in an interaction program held at Durbar Hall in Raj Bhavan, Governor Harichandan said they have to think about the nation and understand the problems faced by the downtrodden people in the society. He said the Indian Constitution provides equality before law and equal protection of law to all citizens and as officers of the topmost Civil Service, it is their responsibility to ensure that these Constitutional provisions are available to all.

The Governor also said the responsibility lies on them to ensure that the welfare schemes implemented by the Central and the State government reach the intended beneficiaries and no eligible person is left out and there should not be any scope for discrimination. “It is your foremost duty to see that the downtrodden people of the society, who are neglected and deprived of many of the privileges, get all the benefits for which they are actually eligible,” said the Governor.

Governor Harichandan recalled his personal experience when he was working as a Minister of Law and Revenue and in-charge of relief rehabilitation during the Super Cyclone that struck Odisha in 1999, in which 14 districts were completely devastated, 1.80 crore people were displaced and several schools, colleges and houses were razed to the ground.

Atal Bihari Vajpayee, who was the Prime Minister at that time sanctioned seven lakh houses for the displaced families under Indira Awas Yojana and when the list for distribution of houses to the affected BPL families was prepared, it consisted of contractors, rich people, persons who owned four wheelers and so on, who were not at all eligible.

The Governor said he then issued instructions to the Collectors to examine the list, exclude ineligible persons and ensure that only real beneficiaries were given the houses. Harichandan said the officers should apply their own judgment as far as possible and act independently in helping the poor people and it is bound to give them satisfaction of doing justice as it is for the poor people that they have to work for in their service.

J. Syamala Rao, Director General of Andhra Pradesh Human Resource Development Institute, briefed the Governor that the IAS Probationary officers, have completed one year of their training at various levels in the respective districts and allotted to them and now they are attached to the A.P. Secretariat. R.P. Sisodia, Special Chief Secretary to Governor and other officers were also present.
