Inspections must be conducted effectively for smooth elections: Ronald Rose
Hyderabad, October 26: District Election Officer, GHMC Commissioner Ronald Rose has said that flying squad teams will play a major role in making the elections in the Hyderabad district smooth and transparent, and checks should be carried out efficiently. MCC Nodal Officer, EVDM Director Prakash Reddy, and Additional CP Vikram Singh Man conducted a training program for the Flying Squad and SSTs at GHMC headquarters on Thursday.
On this occasion, the election officer said that checks should be carried out vigorously to prevent illegal movement of election-related cash, liquor,, gold, silver, and other items should be seized and relevant information should be submitted to the district election officer by the returning officer every day. The flying squads should enter the election-related seizure details on their mobiles through the ESMS (Expenditure, Seizure, Management System) application on a daily basis. He said that this information would be conveyed by the FST head to the concerned nodal officer and enforcement officers. In this application, the location of the seized cash and the name of the concerned person should be entered. He said that this application should be used to get information from banks to cash transport vehicles through QR codes. He said that the flying squads should immediately check the relevant certificates and release the cash and goods not related to the elections. In the event that people take more than 50 thousand cash for their needs, the seized amount should be included in the report whether it is related to the parties or not. Register a case if it concerns other parties. If it is not related to the election, the District Grievance Committee will forward the receipt to the Hyderabad Collectorate and the appeal letter to the concerned person and the committee will take a decision on further action, he said. Rs. Cash above 10 lakhs should be submitted to the income tax department. He said that the flying squads should work for 8 hours in three shifts. He said that 9 teams have been formed for each constituency. The flying squad team will consist of a senior executive magistrate, senior police officer, videographer, armed police personnel (CASF, RPF), and ASI, he said. CCTV cameras in the flying squad vehicle and video should be taken in case of vehicle check. He said that people should not behave indecently during vehicle inspections. In the case of women, they should be checked by women police officers. He said that the flying squad vehicle will be equipped with GPS, web camera, video camera, public address system, GPRS network, and torch light.
Election Nodal Officer Accounting Sarath Chandra said… They are monitoring the complaints received, threats, illegal movement of liquor, weapons, cash, political parties, election expenses of leaders, rallies, public meeting expenses, and videography of election campaigns 72 hours before polling. The main duties are stated. In the event that flying squads are busy with complaints in case of emergencies, they should transfer the matter of the complaint to the SHO of the nearest police station to the SSTs. He said that from the scheduled release of the Election Commission until one day before the nomination, the Assistant Expenditure Observer, FSTs, and SSTs will work under the supervision of the Expenditure Observer appointed by the Election Commission from the date of nomination. He said that RO flying squads will be given a route map from the date of election code of conduct etc. to 2nd November and the expansion observer will issue orders from 3rd November.
As part of the C-Whistle, flying squads should log in through their mobile numbers and log out after completing their duty. He said that through this app, it will be clear in which areas the magistrate and police personnel are present. He said that immediately after logging in, on-duty and off-duty should be included in the app. He said that as soon as the citizen complains, he should submit a reply to the problem within 100 minutes.
EVDM director Prakash Reddy said… Flying squads have one shift from 8 am to 2 pm, one shift from 2 pm to 10 pm, and one shift from 10 pm to 8 am making a total of three shifts. He said that it will work for 24 hours.
Additional Commissioner Vikram Singh Man said that CAPF and RPF teams will also work in the flying squad team. Steps should be taken to check every vehicle. He said that no campaign should be carried out in places of prayer. Loudspeakers are banned from 10 pm to 8 am as part of the election campaign. He said that if the citizens ask for the videos related to the cash seized by the flying squads, they will be given it if they pay a challan of Rs.300. He said that as part of inspections, people should be treated politely. Passengers coming from abroad should be checked at the airports, he said.
Every complaint received should be examined. He said that the person standing in the competition should go there and check the complaints received by others. Vikram Singh Man explained that no flying squad personnel should enter the house above the warehouse, call the IT officers, and if they ask for your help only after they arrive, go with him, guard around the house until the IT officer arrives, check the people leaving the house and take cash from him for the goods. Election rules will also be given for this and they should be followed. On this occasion explained through power point presentation.
