- Kavitha letter to CM flags GO 317 employee issues
- Kavitha criticizes local status rules and welfare gaps
Hyderabad, March 30: Telangana Jagruthi President K. Kavitha has written an open letter to Chief Minister Revanth Reddy. In the letter, she raised concerns over GO 317 and demanded justice for affected employees and teachers.
Kavitha urged the government to transfer employees to their native places as a one-time relief. She recalled that after district reorganization, employees and teachers were allocated to new districts based on seniority. Those with eight years or less service were placed in newly formed districts within erstwhile zones.
She noted that the then BRS government issued GO No. 317 on 6th December, 2021, to facilitate this process. However, she said that a lack of clarity on local status has created difficulties for thousands of employees and teachers. Meanwhile, she reminded that Revanth Reddy, as PCC President, had earlier written to the then Chief Minister KCR highlighting similar issues.
Kavitha also stated that during the 2023 Assembly elections, the Congress government promised to review GO 317. However, she said that the promise has not been fulfilled so far. She pointed out that a Cabinet Sub-Committee led by Minister Damodar Rajanarasimha was formed, but its report is yet to be made public. She added that clarity on the number of affected employees will come only after the report is released.
Further, she said that the minister had assured on the Assembly floor that the issue would be taken up with the Central Government. However, she claimed that no letter has been sent yet. Therefore, she said this reflects a lack of concern for employees’ problems and called for immediate action.
Kavitha also raised concerns over changes in local status rules. She said the new rule recognizes those who studied in Telangana for four years from Class 8 to Intermediate as locals. Meanwhile, students who go to other states for Intermediate are treated as non-locals. She argued that this change has caused injustice to local youth and demanded restoration of the earlier rule based on seven years of study from Class 1 to 10.
In addition, she criticized both Central and State governments over welfare issues. She said that girl students in SC/ST welfare hostels and Kasturba Gandhi Balika Vidyalayas are not receiving basic sanitary pads. She demanded that free sanitary pads be provided, similar to the PM SHRI scheme in other schools. She also urged the government to release cosmetic charges to students every month.
