MHA Designates 23 Pakistan Based Individuals As Terrorists Under UAPA

New Delhi, July 4: The Union Ministry of Home Affairs (MHA) has designated 23 Pakistan based individuals linked to banned terrorist organisations as terrorists under the Unlawful Activities (Prevention) Act (UAPA), taking the total number of designated individual terrorists in India to 80.

The Centre said the individuals are associated with terrorist organisations including Jaish-e-Mohammad and Lashkar-e-Taiba. The notification was issued under provisions of the UAPA, which empowers the Central government to designate individuals involved in terrorism.

The designation enables the National Investigation Agency (NIA) to take action such as freezing financial assets, imposing restrictions on arms transactions and initiating the seizure of properties linked to the listed individuals.

The UAPA was amended in 2019 to allow the government to designate individuals as terrorists. Before the amendment, only organisations could be declared terrorist entities.

Among those designated are Jaish-e-Mohammad operatives Masood Ilyas Kashmiri, Mohammad Mussadiq alias Doctor, Mufti Muhammad Asghar Khan alias Abu Saad, Hafiz Abdul Shakoor alias Qari Zarrar, Abdullah Jehadi, Ghulam Fareed, Maulana Imdad Ullah Makki and Waseem Noor Jat.

The list also includes Lashkar-e-Taiba operatives Firdous Ahmad Bhat, Haroon Rashid Ganai, Bilal Ahmad Mir, Abid Quyoom Lone, Nazir Ahmed Gujjar, Abdul Rauf alias Hafiz Abdul Rauf, Ashfaq Ahmad, Hafiz Khalid Waleed, Maulana Saifullah Khalid, Mohammad Yaqoob, Maulana Yousaf Taibi, Owais Farooz, Qari Yaqub Sheikh, Rana Iftikhar and Mohammed Shaheed Faisal, who is also linked to Al Qaeda and ISIS.

The Centre stated that several of the designated individuals are allegedly involved in terrorist activities targeting security forces in Jammu and Kashmir.
