PM Modi at BRICS Summit: “No Country Should Weaponise Critical Minerals, Tech or Supply Chains”
Rio de Janeiro/Hyderabad, July 7 (Maxim News): In a strong message at the 17th BRICS Summit in Rio de Janeiro, Prime Minister Narendra Modi asserted that critical minerals, advanced technologies, and global supply chains must not be weaponised to serve narrow national interests at the expense of global well-being.
Speaking at the Outreach Session on Multilateralism, Economic-Financial Affairs, and Artificial Intelligence, PM Modi emphasized the need for transparent, cooperative frameworks to secure and strengthen global resource networks, particularly in the era of technological transformation and climate adaptation.
“In addition to enhancing cooperation in critical minerals and technology, we must ensure their supply chains are resilient and not manipulated to serve the exclusive interests of any one country,” Modi said, in what many saw as a veiled reference to China’s export restrictions on rare earth elements and fertilizers.
A Call for Responsible Multilateralism
The Prime Minister underscored that if BRICS nations aim to advocate for reforms in global governance structures like the UN Security Council, they must first improve internal systems and practices to bolster their own credibility.
“The world has high expectations from BRICS, especially the Global South. We must lead by example,” Modi said, adding that India is committed to shared leadership and collaboration across emerging economies.
He proposed the creation of a BRICS Science and Research Repository, intended to promote innovation in agri-biotech, climate resilience, and precision farming — key concerns for developing nations.
Responsible AI for All
On the issue of Artificial Intelligence, PM Modi urged BRICS members to pursue a path of “Responsible AI” — one that balances innovation with ethical governance.
“India believes in AI as a tool to enhance human values and capabilities. Guided by our principle of ‘AI for All,’ we are actively implementing AI across sectors to empower citizens,” he added.
UN Secretary-General Antonio Guterres, also present at the session, echoed Modi’s views, stressing that AI governance must be inclusive and not dominated by a select few.
“AI must benefit all, particularly the developing world. But effective governance can only happen if we confront structural imbalances in our global system,” Guterres said, referencing the outdated power dynamics within the UN Security Council and international financial institutions.
BRICS Development Bank and Sustainable Financing
In a pointed remark aimed at debt-trap diplomacy practices, PM Modi stressed the need for BRICS’ New Development Bank to adopt demand-driven, financially sustainable project approvals.
This comment subtly referenced China’s lending model, which has been criticized globally for ensnaring smaller nations in unsustainable debt through opaque infrastructure financing.
