Sada Bainama Lands: High Court Clears Hurdles for Regularization
Sada Bainama Lands | Hyderabad, August 27: The long-pending hurdles in regularizing Sada Bainama (simple title) lands have finally been removed.
The Telangana High Court lifted the interim stay orders imposed in November 2020, paving the way for regularization.
The bench, comprising Chief Justice Aparesh Kumar Singh and Justice G.M. Mohiuddin, ruled that the interim orders were no longer relevant since the new Bhu Bharati Act has replaced the old ROR Act of 1971.
The earlier stay was imposed while hearing a PIL filed by Shinde Devidas from Nirmal district, challenging GO 112, which allowed regularization of simple titles.

The Advocate General informed the court that the government plans to regularize lands purchased under Sada Bainama for those in possession for at least 12 years before 2014. Over 9 lakh applications were received within the deadline in October 12 to November 10, 2020.
Petitioner’s counsel argued against the new provisions, claiming discrimination for not accepting fresh applications. He sought more time and requested that regularization orders not be issued for a week. The bench, however, advised filing a new petition if required and rejected the amendment plea.
With this verdict, the court cleared the legal barrier for regularizing simple title lands, a long-awaited relief for small and middle-class farmers
Meanwhile, Revenue Minister Ponguleti Srinivas Reddy welcomed the decision, stating that the Bhu Bharati Act will provide a solution to pending Sada Bainama applications. He added that the High Court’s judgment will fulfill the dreams of lakhs of poor families in Telangana.
The Minister also criticized the previous KCR Led BRS government, alleging that it betrayed poor farmers by making false promises on Sada Bainama regularization. The Revanth Reddy’s government will work with determination to find a solution to every application, he added.
