Telangana Building Rules: Key Changes on TDR Usage

Hyderabad, March 22: The Telangana government has introduced key changes in Telangana Building Rules with new guidelines on the use of Transfer of Development Rights. The revised norms focus on high rise classification, TDR usage and additional floor permissions.

Under the new rules, authorities will classify buildings above 21 metres as high rise structures. The government also made TDR usage mandatory for buildings between 18 and 21 metres on plots ranging from 750 to 2000 square metres.

Officials said the changes aim to streamline urban development. Moreover, the rules seek to balance infrastructure growth with planning regulations. The government expects the revised policy to improve planned construction activity.

The government allowed setback relaxation through TDR for non high rise buildings. Similarly, high rise buildings can now receive up to 10 percent setback relaxation. Authorities said this move will help optimise land use in urban areas.

The revised policy also permits additional floors on plots above 2000 square metres. However, the number of extra floors depends on the road width near the project site.

Telangana Building Rules Make TDR Mandatory for High Rise Projects

According to the guidelines, buildings on 40 feet roads can add three extra floors. Projects located on 60 feet roads can add four extra floors. Buildings on 80 feet roads can add up to five additional floors.

The government also made TDR usage compulsory for buildings exceeding ten floors. Furthermore, buildings above 20 floors must include five percent TDR loading. Officials said these steps will regulate vertical growth in cities.

Developers must utilise at least 50 percent TDR while applying for building permission. They must also complete the remaining 50 percent requirement before obtaining the occupancy certificate. Officials said this condition will ensure compliance at both approval and completion stages.

Urban planning experts say TDR helps compensate landowners when land gets reserved for public use. At the same time, it allows developers to use additional built up area within permitted zones.

The new Telangana Building Rules will apply to upcoming building approvals. Authorities expect the changes to support structured urban expansion. Detailed operational guidelines are expected from the concerned departments soon.
